I concur fully with'Mr. Davis's recomme <br /> h n ............ should secure th~ services <br />of Mr. Hazen. As.indicated t is would cost from $20.00 to $150. per c~y, with expenses. Allen Hazen in reference ~o his <br />acting ms arbitrator for Portsmouth in the 'appraisal of the property in the Berkley Division <br />which is ~o be acquired by:~he City of Norfolk. <br /> <br /> While the property value in B~rkley is small in comparison with the annuml <br />revenue, other considerations such as going value, the portion of the cost of improvsmen~s <br />made by the U. S. Government properly chargeable to Norfolk, and the basis on which a 'fair <br />ma~rket vs~lue' should be determined, makes it of the utmost importance that Portsmouth be re- <br />presented on the A~bitration Board by Mr. Haze~, one of the mos~ expert Water Works Engineers <br />in our country. <br /> <br /> Mr. H~zen made a survey ~r the City of Norfolk in 1~13, which embraced <br />the property now owned by the City of Portsmouth, and he is therefore familiar with the pro- <br />perty and already knows a good deal that s~uy other Engineer will have to acquire-by personal <br />investigation and ~or which the City would pay, and the ultimate cost for a cheaper man would <br />be as much as~ we will have to pay Mr. H~zen, <br /> <br /> I understand that Norfolk has employed Mr. Naury as arbitrator at $100.00 <br /> per day; the fact that Norfolk Offolals have disclosed the amount of compensation, a very <br /> unusual disclosure, orem~es in my mind doubt whether the information ~as not given out with <br /> the expectation that it would influence Portsmouth to retain a low priced man. <br /> <br /> As you know, Mr. M~ry is Consulting Engineer for the City of Norfolk, and <br /> designed the water works deyelopment now being made by that City a~ a cost of about four milliom <br /> dollars, and for which he has no doubt received twenty-five thousand dollars, probably more. <br />-He is therefore familiar with the Portsmouth property having considered its development for <br /> Norfolk. ' <br /> <br /> The compensation paid by Norfolk for its arbitrator should have no in- <br /> fluence on the selection and compensation Of an Engineer to represent Portsmouth~ but we should <br /> get the best man ~vailmble, ~hom I believe to be Mr. F~aen, ' <br /> <br /> If any other 9ourse is pursued I should feel entirely relieved of any <br />responsibility for the result.om the appraisal. <br /> <br /> I~ is likel~ that we will require expert legal advice in presenting our <br />cmse to the a~bitrators, ~nd whoever is ~o act in thls capacity should at once begin a study <br />of the contract a~d conditions pertaining to mppraisal. <br /> <br /> I <br />you will note that the <br />per day,, with..expenses. <br /> <br />enclose a copy of a letter from Mr. H~zen, date Feb. <br />compensation for himself and aesistsmts will be from <br /> <br />2nd, from which <br />~20.00 ~o ~!pO.
