<br /> Report from the City Attorney that the Commissioners appointed by the Court for the pur-
<br />pose of fixing the compensation to zhe owners of the la~d necessary for the extension cf
<br />Leckie street awarded Mrs. Emma J. Butler and her children the sum of $1250.00 and to Eeonard
<br />J. Owens the sum of $4~00.00, the Commissioners having allowed Mr. Owens h~s amount with the
<br />understanding that he could move the old building if he so desired.
<br /> . It. is recommended that special appropriations to said amounts be allowed, money to
<br />be advanced:temporarily from the General Fund.

<br /> It is recommended that the assessment be relieved as follows: Year 1919, $.30; Year
<br /> $.30; and Year 1921, $1.50; making a total of $2.10; Ninth Ward; and that the.Commission-
<br /> instructed not to make assessment against this property for the Year 1922

<br /> Recommendation of the Director of Public Welfare to the Manager that an appropriation
<br />$496.18 be made for the purchase oS a Ford runabout for the City Home.
<br /> It is recommended that a special appropriation of $496. lB be allowed for same.

<br /> Recommendation of the Manager that $150. be appropriated to pay W. L. Pitt, father of
<br />Mary E. Pitt, for expenses in connection with injuries received by falling on sidewalk.

<br /> 2nd. "In connection with the demand for better water service in Port Norfolk and along
<br />the Belt Line Railroad, I beg to stats that the Superintendent of the Water Dept. has made
<br />an estimate for the installation of a sixteen inch main from the corner of Columbia and Godwin
<br />Sts., to Glasgow St. and the Western Branch Road, and thence a twelve inch main to the inter-
<br />section of Chautauqua Ave. and Third St., in Port Norfolk, with an eiEht inch main on Jackson
<br />and Pinners Aves. in Pinners Point, together with cross connections to existing mains. This
<br />installation will cost $37~O00.

<br /> The most i~portant developments of residential and industrial property will no
<br />doubt hereafter be made in the western section of our territory, and this extension which
<br />will give excellent water service as far west as the N. & P. Belt Line Railroad, as develop-
<br />merit takes place in these localities.
<br />
<br /> It is entirely impossible to provide for this extension from the current resources
<br />of the Water Dept. and I doubt the a~lvisability of attempting to issue Water Dept. bonds at
<br />this time. Moreover, authority for the issue of such bonds would have to be obtained by re-
<br />ferendum to the peopSe. It seems to me, therefore, the only solution is for the City, in co-
<br />operation with the Eighth Ward, to finance the matter itself. It is suggested that this mat-
<br />ter be discussed when the Council has its special meeting with the Committee from the Eighth
<br />Ward Civic League."

<br />On motion, the communication was referred to the Finance Committee.

<br /> 3rd. "With reference to petition of certain merchants that Grimes Battery be removed
<br />from the Market House, ~ beg to stmte that there is no other possible place in which this
<br />B~ttery can be housed at present. A neet board partition has been erected separating the
<br />sp~ee occupied by the Battery from the space occupied by the merchants, and I do not see that
<br />there can be very serious inconvenience caused by their presence.
<br />
<br /> The Jail will be removed, I hope, about August let, and if any other possible
<br />for the Bmttery can be arrived at, I will certainly be very glad to adopt it."
