<br />on paving at present than is absolutely necessary to carry out our pTedges or to give the
<br />nece.ssary~hrough routes of ~ravel and reasonable fire protection in the City.

<br /> The etaotion of a member of the Council ~o fill the vacancy on the body caused by the
<br />resignation therefrom of Mr. J. H. Hall, Jr., on which action had been deferred until this
<br />meeting, was taken up.
<br />
<br /> Whereupon, in this connection, an application to filit:the vacancy was read from Mrs. Carrie
<br /> ~. Sykes., and an endorsemenm of Mrs. Sykes by the Woman's Democratic Organization of Portsmouth.
<br /> A communication was read from Robt. D. Powers to the President of the Council stating
<br /> that it would not be proper for him to solicit the office, but if he should be ~leoted he will
<br /> consider himself highly honored and~will serv~he City to the ~est of his abilizy.
<br />H. E.A petition ~S read from H. A. ~rving and others requesting the Council to appoint Mr. B. Stewart to fill the existing vmcanoy on the Council.
<br /> An endorsement of Mr. L. F. Savage by the Central 'L~ber Union as a candidate for the Councl~
<br />to-fill the unexpired term ef M~. Hall, was re~d. Also, in comnectiom with Mr. Savage's en-
<br />dorsement, a communication was read from a Committee mppeinted by Seaside Lodge $514 Brother-
<br />hood of Railroa~ Trminmen, endorsing M~. Savage to take Mr. Hmll's place on the Council.
<br /> Also a resolutiom m~ed by the Central Labor Union on March 2?th was
<br />solution requested the Council of the City ~o favorably consider the nominee of said Union,
<br />L. F. Savage, and mffirmi~g their choice cf Mr. Savmge as labor's nominee.

<br /> Mr. Esleeck nominated Mr. L. F. ~vage to fill the vacancy caused by the resignation of
<br />Mr. PI~IL, which nomination was seconded by Mr. Brooks.
<br /> Er. White nominated Mr. R. E. B. Stewart, which nomination was seconded by Mr. Smith.

<br />have the effect that is desired, namely, of causing rich investors to invest their money in

<br />division thereof, because in the sale of our securities under this law we wil2 either be
<br />obliged to take a lower price for our bonds or sell them at a higher ra~e of interest; and
<br />we believe that this City should petition the representatives from Virginia in the U. S.
