<br />District; and J. E. Ca, roll, from the Third District, which includes Madison, Ha~rieen, an~
<br />Lee Wards.

<br /> t have recently made application to the Water Department for the installa-
<br />tion efa meter to serve certain premises fn my building at Middle and Queen Streets, occupied
<br />as a H~ir D~essing Parlor, which application has been declined by the Water Department, they
<br />giving as the reason therefor that aa this busimess is located above the g~ound fleer ef the
<br />building, and as they have a meter serving the upper fleer, they.cmunot install an additional
<br />meter for this specific business.
<br />
<br /> The me,er that now serves the second fleer is used in connection with public
<br /> toilets, which t am required te have under the Stmt~ law. ~n addition to the meter serving
<br /> these toilets I have eno ether meter in this premises. This is used by another tenant whs con-
<br /> ducte-a photographic develep'~g business, which of c~rse requires considerable.water. The
<br />'Hair Dressing Parlor in turn requires considerable water. The only manner in which it can ~b-
<br /> rain the water, %mder the ruling ef the Department is thru the meter used to supply eno cf
<br /> the ether services.
<br />
<br /> Th~s~H~ir Dressing Parlor pays a license te the City.to do business, and
<br />yet the Water Department declines ~o serve them water, without which it is impossible for them
<br />te continue in business. I' submit this is an unfair ~ule and I respectfully petition ye. ur
<br />Honorable Body te se amend the Ordinances as to permit the installation of meters under the
<br />above oircumstamce$. ~
