June 25, 2002 <br /> <br /> HEALTH SYSTEMS AGENCY <br /> <br /> Lois Brantley to be reappointed for a four year term ending June 30, 2006. <br /> BEHAVIORAL HEALTHCARE SERVICE ADVISORY BOARD <br /> <br /> Carol H. Taafee to be reappointed for a three year term ending June 30, 2005. <br /> <br /> Earl J. Wicks to be reappointed for a three year term ending June 30, 2005. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Benn, to close the nominations, and <br />there being no further nominations, the above nominations were adopted by unanimous <br />vote. <br /> <br />02 -198 - Items Submitted by Council Members <br /> <br />~ Adoption of an ordinance to appropriate $115,000 in the Grants Fund for a <br /> Vulnerability Assessment of Portsmouth's Water System. <br /> <br /> Recommendation: <br /> <br />· Adoption of an ordinance to appropriate $115,000 in the Grants Fund for a <br />Vulnerability Assessment of Portsmouth's Water System. <br /> <br /> Purpose and Need: <br /> <br />· The Federal Public Health Security and Bioterrorism Act requires water utilities <br />serving over 100,000 population to conduct a water system vulnerability assessment <br />prior to March 2003 and subsequently update their emergency response plans using the <br />products of the assessment. <br /> <br />· These 100% reimbursable grant funds to conduct the Vulnerability Assessment were <br />made available from the United States Environmental Protection Agency (USEPA), and <br />the City applied for and has been offered these grant funds by the USEPA. <br /> <br />· Notice of the grant was received from the USEPA this week and it must be accepted <br />and returned by the City prior to July 5, 2002 <br /> <br /> Financial Impact: <br /> <br />· This is a 100% reimbursable grant and there is no local match required. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Benn, to adopt the following ordinance, <br />and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE $115,000 IN THE GRANTS FUND FOR A <br />VULNERABILITY ASSESSMENT OF PORTSMOUTH'S WATER SUPPLY SYSTEM." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst <br /> Nays: None <br /> <br />> Vice Mayor Griffin spoke on various groups visiting the City of Portsmouth. <br /> <br />> Interim City Manager McCoy read a statement pertaining to Fairwood Homes. <br /> <br />02 - 199 - Non-Agenda Speakers <br /> <br />1. Mark Geduldig-Yatrofsky, 363 Middle Street, spoke on relocation assistance for <br /> Fairwood Homes residents. <br /> <br /> <br />
