June 11,2002 <br /> <br /> At a Regular Meeting of the City Council on Tuesday, June 11, 2002, <br />there were present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., William E. Moody, Jr., Charles B. Whitehurst, Sr., Interim City <br />Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br /> Councilman Cameron C. Pitts opened the meeting with prayer, which was <br />followed by the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a <br />Called Meeting on May 28, 2002, and a Regular Meeting on May 28, 2002, and was <br />adopted by unanimous vote. <br /> <br />02-170- Presentations: <br /> <br />· Presentation of a Key to the City to Taylor Davis, Little Miss Portsmouth 2002. <br /> <br />· Proclamation presented to Lynn Spears for "Shirley Construction Corporation <br /> Month". <br /> <br />- Public Hearing - <br /> <br />02 - 171 - Public hearing on a use permit and rezoning applications: <br /> <br />(a) UP-02-06 <br /> <br />OLDE TOWNE NEIGHBORHOOD - Patsy M. Griffin requests a use <br />permit to convert a single-family residence to a duplex at 424 <br />Queen Street. The Comprehensive Plan recommends high-density <br />residential uses in this area. <br /> <br />1. Dr. Charles O. Barclay, 404 Washington Street, spoke in support of this item. <br /> <br />2. Patsy Griffin, 330 Corell Court, spoke in support of this item. <br /> <br />3. Ryan Griffin, 617 Redgate Avenue, spoke in support of this item. <br /> <br /> Motion by Mr. Robinett, and seconded <br />recommendation of the Planning Commission <br />reading, and was adopted by unanimous vote. <br /> <br />by Mr. Moody, to concur with the <br />that UP-02-06 be approved on first <br /> <br />(b) Z-02-04 <br /> <br />WATERVIEW NEIGHBORHOOD - Robert C. Barclay, representing <br />Dodson and Taylor Properties, requests the rezoning of property at <br />3737 High Street and 3724 Western Branch Boulevard from <br />Residential RM-60 to Office Residential OR-75. The <br />Comprehensive Plan recommends medium-density residential uses <br />in this area. <br /> <br />1. Robert Barclay. P. O. Box 1475, spoke in support of this item. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to concur with the <br />recommendation of the Planning Commission that Z-02-04 be approved on first reading, <br />and was adopted by a vote of 5-0-1. (Mr. Robinett abstained because of a business <br />interest.) <br /> <br />(c) UP-02-07 <br /> <br />PORT CENTRE COMMERCE PARK - The Industrial Development <br />Authority requests a use permit for an industrial launderer on Port <br />Centre Parkway. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Griffin, to concur with the <br />recommendation of the Planning Commission that UP-02-07 be approved on first <br />reading, and was adopted by unanimous vote. <br /> <br /> <br />
