June 11,2002 At a Regular Meeting of the City Council on Tuesday, June 11, 2002, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., William E. Moody, Jr., Charles B. Whitehurst, Sr., Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. Councilman Cameron C. Pitts opened the meeting with prayer, which was followed by the Pledge of Allegiance to the Flag. Mayor Holley called the meeting to order and welcomed all in attendance. Motion by Mr. Pitts, and seconded by Mr. Moody, to approve the minutes of a Called Meeting on May 28, 2002, and a Regular Meeting on May 28, 2002, and was adopted by unanimous vote. 02-170- Presentations: · Presentation of a Key to the City to Taylor Davis, Little Miss Portsmouth 2002. · Proclamation presented to Lynn Spears for "Shirley Construction Corporation Month". - Public Hearing - 02 - 171 - Public hearing on a use permit and rezoning applications: (a) UP-02-06 OLDE TOWNE NEIGHBORHOOD - Patsy M. Griffin requests a use permit to convert a single-family residence to a duplex at 424 Queen Street. The Comprehensive Plan recommends high-density residential uses in this area. 1. Dr. Charles O. Barclay, 404 Washington Street, spoke in support of this item. 2. Patsy Griffin, 330 Corell Court, spoke in support of this item. 3. Ryan Griffin, 617 Redgate Avenue, spoke in support of this item. Motion by Mr. Robinett, and seconded recommendation of the Planning Commission reading, and was adopted by unanimous vote. by Mr. Moody, to concur with the that UP-02-06 be approved on first (b) Z-02-04 WATERVIEW NEIGHBORHOOD - Robert C. Barclay, representing Dodson and Taylor Properties, requests the rezoning of property at 3737 High Street and 3724 Western Branch Boulevard from Residential RM-60 to Office Residential OR-75. The Comprehensive Plan recommends medium-density residential uses in this area. 1. Robert Barclay. P. O. Box 1475, spoke in support of this item. Motion by Mr. Whitehurst, and seconded by Mr. Pitts, to concur with the recommendation of the Planning Commission that Z-02-04 be approved on first reading, and was adopted by a vote of 5-0-1. (Mr. Robinett abstained because of a business interest.) (c) UP-02-07 PORT CENTRE COMMERCE PARK - The Industrial Development Authority requests a use permit for an industrial launderer on Port Centre Parkway. Motion by Mr. Moody, and seconded by Mr. Griffin, to concur with the recommendation of the Planning Commission that UP-02-07 be approved on first reading, and was adopted by unanimous vote.
