May 28, 2002 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth: <br /> <br /> Section 1: - That the Council of the City of Portsmouth hereby endorses the <br />construction as soon as feasible of the six major projects included in the referendum as <br />critical elements for the future travel and commerce needs of the region. <br /> <br /> Section 2: - That the Council of the City of Portsmouth hereby endorses and <br />pledges to support passage of the regional transportation referendum on November 5, <br />2002. <br /> <br /> Section 3: - That the Council of the City of Portsmouth hereby endorses giving <br />the citizens of the City of Portsmouth and the Hampton Roads region the opportunity to <br />vote to pass the transportation referendum on November 5, 2002." <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />02 - 162 - Adoption of a motion to exceed the 25% limit of allowable change orders to <br />the contract for improvements of Middle Street from High Street to Queen Street. <br /> <br />Recommendation: <br /> <br />· Adoption of a motion to exceed the 25% limit of allowable change orders to the <br />contract for improvements of Middle Street from High Street to Queen Street. <br /> <br />Purpose and Need: <br /> <br />· With the completion of the new Middle Street Garage, work on that project <br />uncovered the original brick street in the block of Middle Street fronting the Garage. <br /> <br />· Due to the community interest in restoring the original brick street, and the difficulty <br />due to its condition, an alternative proposal was accepted by the Vision 2005 <br />Committee to extend the "street print" design that was proposed for the new block of <br />Middle Street to the block between Queen and London. <br /> <br />· The addition of the "street print" will result in the total project cost exceeding the 25% <br />in allowable change orders to the original construction contract. <br /> <br />Financial Impact: <br /> <br />· The cost of the additional "street print" is approximately $41,000. Funds to complete <br />this work are available within the original project budget in the Capital Improvements <br />Fund. <br /> <br /> Motion by Mr. Robinett, and seconded by Mr. Moody, to exceed the 25% limit of <br />allowable change orders to the contract for improvements of Middle Street from High <br />Street to Queen Street, and was adopted by the following vote: <br /> <br />Ayes: Benn, Griffin, Moody, Pitts, Robinett, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />02 - 163 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />02 -164 - Items Submitted by Council Members <br /> <br />Councilman Benn spoke on the 118th Memorial Day Parade and congratulated Ports <br />Events on an outstanding job. <br /> <br />Councilman Whitehurst spoke on using the former Portside area and the water stage <br />for more activities. <br /> <br /> <br />
