April 23, 2002 <br /> <br /> At a Called Meeting of the City Council on Tuesday, April 23, 2002, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, <br />P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. <br /> <br />02 - 126 - The following call for the meeting was read: <br /> <br /> "Please attend a Called Meeting of the City Council to be held in the City <br />Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, <br />April 23, 2002 for the purpose of a Public Work Session. <br /> <br />In addition, you may consider a motion to go into a Closed Meeting. <br />By order of the Mayor." <br />02 - 127 - The following items were discussed in Public Work Session: <br />1. Transportation Hampton Roads - James G. Gildea <br />2. Comprehensive Services Act - Johnna Rogers <br /> <br />3. Items Submitted by the Interim City Manager - Article on Bide-A-Wee <br /> - Hoffler Creek Briefing - James G. Gildea <br /> - Safety Town Groundbreaking <br /> <br />02 - 128 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed <br />Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to <br />discuss or consider the following: <br /> <br /> - the acquisition of real property for a public purpose, or of the disposition of <br />publicly held real property, as per subsection 3. <br /> <br /> - a prospective business or industry or the expansion of an existing business or <br />industry where no previous announcement has been made of the business' or industry's <br />interest in locating or expanding it' facilities here, as per subsection 5. <br /> <br /> - the investing of public funds where competition or bargaining is involved, as <br />per subsection 6. <br /> <br /> - consultation with legal counsel and briefings by staff members or consultants <br />pertaining to actual or probable litigation, as per subsection 7. <br /> <br /> - consultation with legal counsel, as per subsection 7. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> Motion by Mr. Whitehurst, and seconded by Mr. Pitts, pursuant to Section <br />2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' <br />knowledge during the immediately preceding Closed Meeting of the City Council: <br /> <br /> 1. Only public business matters lawfully exempted from open meeting <br /> requirements by the Virginia Freedom of Information Act, and <br /> <br /> 2. Only such public business matters as were identified in the motion by which <br /> the Closed Meeting was convened, were heard, discussed or considered in <br /> the meeting by the City Council. <br /> <br /> The motion was adopted by unanimous vote. <br /> <br /> <br />
