April 23, 2002 At a Called Meeting of the City Council on Tuesday, April 23, 2002, there were present: Mayor James W. Holley III, Vice Mayor Bernard D. Griffin, Sr., Cameron C. Pitts, P. Ward Robinett, Jr., J. Thomas Benn III, William E. Moody, Jr., Charles B. Whitehurst, Sr., Interim City Manager C. W. McCoy, City Attorney G. Timothy Oksman. 02 - 126 - The following call for the meeting was read: "Please attend a Called Meeting of the City Council to be held in the City Manager's Conference Room, 801 Crawford Street, 6th floor, 5:00 p.m., Tuesday, April 23, 2002 for the purpose of a Public Work Session. In addition, you may consider a motion to go into a Closed Meeting. By order of the Mayor." 02 - 127 - The following items were discussed in Public Work Session: 1. Transportation Hampton Roads - James G. Gildea 2. Comprehensive Services Act - Johnna Rogers 3. Items Submitted by the Interim City Manager - Article on Bide-A-Wee - Hoffler Creek Briefing - James G. Gildea - Safety Town Groundbreaking 02 - 128 - Motion by Mr. Moody, and seconded by Mr. Whitehurst, to go into Closed Meeting pursuant to provisions of Section 2.2-3711(A) of the Code of Virginia, to discuss or consider the following: - the acquisition of real property for a public purpose, or of the disposition of publicly held real property, as per subsection 3. - a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding it' facilities here, as per subsection 5. - the investing of public funds where competition or bargaining is involved, as per subsection 6. - consultation with legal counsel and briefings by staff members or consultants pertaining to actual or probable litigation, as per subsection 7. - consultation with legal counsel, as per subsection 7. The motion was adopted by unanimous vote. Motion by Mr. Whitehurst, and seconded by Mr. Pitts, pursuant to Section 2.2-3712(D) of the Code of Virginia, certifying that to the best of the Council Members' knowledge during the immediately preceding Closed Meeting of the City Council: 1. Only public business matters lawfully exempted from open meeting requirements by the Virginia Freedom of Information Act, and 2. Only such public business matters as were identified in the motion by which the Closed Meeting was convened, were heard, discussed or considered in the meeting by the City Council. The motion was adopted by unanimous vote.
