Recommendation that <br />an appropriation of $75. he made from Eighth Ward funds to aid the Humane Society in purchasing <br />a drinkin~ fountain for erection in the Eighth Ward. <br /> On motion of Mr. White, the appropriation was allowed out of Eighth Ward funds. <br /> <br /> ~nd. win accordance with directions given me at the meet~n~ of the Council on April 25th, <br />I beg .to state that I have visited the holdings of the Suburban ~nvestment Co., and do not find <br />at present sufficient development to justify the City installing at its own expense a water <br />main in this vicinity. <br /> <br /> wi went over the matter, however, with representatives of the Company and as I <br />understand it, the~ will install a tw~-inch main at their own expense and reserve the right to <br />limit the number of consumers on it. I do not believe that the City could undertake to make <br />refunds for anything ~ess than ~ six inch ~ine, as any line Of a smaller diameter would be <br />useless for ~ire protection purposes." <br /> On m6tion of Mr. Brooks, the communication was referred to the special meeting <br />to be called to consider water ~atters. <br /> <br />for <br /> <br /> 3rd. <br />the Plumbing Inspector. <br /> On motion, the recommendation was referred to <br /> <br />Recommendation that a special appropriation of $~50. be allowed to purchase a car <br /> <br />Committee. <br /> <br />the Finance <br /> <br /> 4th. Recommendation that he be authorized to expend from the New Jail <br />$2,000.00 for a new patrol wagon. <br /> On motion, the =ecommendatlon Was referred to the Finance Committee. <br /> <br />Fund not to exceed <br /> <br /> 5th. WForwa~ding letter from the P~esident of the Tidewater Automobile Association, msk- <br />lng the assistance of ~the City of Portsmouth in the construction of ten mile link in the Norfolk- <br />Portsmouth-Richmond Highway. The link proposed is between Suffolk and Carrsviile. It will be <br />of g~eat importance to this City, serving not only as a portio~ of the road to Richmond, but <br />also as a business feeder frbm the several highways leading into Virginia f~om North Carolina. <br /> <br /> ~If the Council feels that it can contribute_S56,000, to this road, ~ believe it <br />will be of great advantage to the City. This amount will in about two or three years be re- <br />funded by the State and the total cost to the City would therefore be the interest for two or <br />three years, which will amount to $5,600. to $~,~O0. It is probable that Norfolk will con- <br />tribute $200,000.w <br /> <br />On motion, the communication was referred to the Finance Committee. <br /> <br />UNFINISHED BUSINESS <br /> <br /> The ordinance for the issuance of $6005~000. Paving and St. Improvement Bonds, placed on <br />its first reading April ESth, was taken up and read. <br /> <br /> Mr. White moved that the ordinance be amended by adding to the ~rpose of the iseuenthe <br />opening of streets and curbin~ and gutterin~ The motion was adopted, and by the following <br />vqte: <br /> Ayes-- Brooks, Esleeck, Nutchins, Oast, Smith, Stewart, White, ?. <br /> <br /> Then. on motion of Mr. Brooks, seconded b~ Mr. Hutchins, the ordinance was adopted, as <br />amended, as follows: <br /> AN ORDINANOE AUTMORIZING THE ISSUANCE OF $600,000.00 BONDS OF TH~ CITY <br />OF PORT~MOUTH, VIRGINIA, FOB THE PUP~WOSE OF INSTALLING SEWERS, OPENING AND CURBING AND GUTTERING <br />OERTAIN STREETS, AND PAVING STREETS AND PUBLIC TH~OUGHFARES IN SAID CITY; MAKING PROVISION <br />FOR FORM OF SAID BONDS AND FOR THE PAYMENT THEREOF. <br /> <br />And by the following vote: <br /> <br />A~es-- Brooks, Esleeok, Hutohins, Oast, <br /> ~mith, Stewart, White, ?. <br /> <br />In this connection, Mr. Brooks presented the following, which was adopted: <br /> <br /> ~The City Council in itsissuance of $600,000.00 of Bonds fur various improvements in <br />the City predicates the issuance of the bonds upon an effected saving equal to the In~erest <br />and Sinking Fund thereon.~ <br /> <br /> The 'n c ' <br /> _ ,' - c~ an e~reguAate the sale of Ice and the amendment thereto offered by <br />Mr. White, which were on their first readings, were taken up and read. <br /> <br /> In this connection, a comm6nication was read from the Housewives League as follows: <br />"The Housewives League feels as if it would like to make a suggestion in regards to the Ice <br />Question. Why not furnish the customers Ice cards to be placed in their windows where they <br />can: easily be seen? The time thus saved the ~ce deliverer could be used for weighing the ice. <br />We heartily approve of weighting our ice and thus prevent the short weight which we feel we <br />Sow ~e~.~ Then too the card s~st~m would <br />xce ~hicn we must now endure, eliminate the unbe~able noise from the hawking of <br /> <br /> Also, a communication was read from the Deputy Inspector of the Bureauof Weights <br />Measures of Richmond with regard to price of ice in Richmond. <br /> <br /> Mr. Brooks moved that the privilege of the floor be.granted to ice dealer~ of the City <br />o~ any others present who might be interested in the <br /> <br /> <br />
