It was meant for <br />a statement, from the viewpoint of the resicl~nts of Harrison Ward as represented by zhe League, <br />of the.apparent lack of co-operation that seems to exist between the City Council and the <br />League, and a request for information as to whether the City Coum~cil des~ed the further <br />co-oper~tion of the League in matters affecting the welfare of H~rison ~ard. Esleeck, the invitation was accepte$ with thanks, and the Clerk instruct- <br />ed to notify the said League that the Council Will use thet~best efforts-to attend, <br /> <br /> A request of the City Collector that refunds be made to Mrs. Mary E. Martin to ~mount of <br />$1~.?0 and the American National B~nk to amount of $16.50, same having ~een paid in erro~ was <br />referred to the Finance Committee. <br /> <br /> The Annual Report of the Portsmouth Public Library for the Year 1~21, was ordered to be <br />filed. <br /> <br /> A petition was read from Fred E. Abbott, on behalf of D. P. Giles, trading as Giles Mer- <br />cantile Agency of Norfolk, tha~ Council. authorize the refund of $26.00, paid by D. P. Giles <br />tS the City of Portsmouth, for license tax to conduct a collection agency in the City of Norfolk. <br /> On motion, the petition was referred to the Finanoa Co~mittee, <br /> <br /> On motion of Mr. Brooks, the City Manager was instructed to investigate the advisability <br />of havin~g the different companies who have overhead wires to place a certain amount of W~res <br />underground each year. <br /> <br /> Mr. White moved that the City Manager submit to the Council an amendment to that section <br />of the Bu/lding Code which states that m building not destroyed by fire mo=e than ~5~ can be <br />:epalredo He stated he thought the percentage should be reduced.
