June The Special Committee on Athletic Field for school children reported "~rogress." The following oom~unioations were re~d from the City Manager: operation of the Water Department for the month of April, 1922, On motion, the Clerk was instructed to forward each member let. Forwards copies of of Council copy of same. 2nd. Communication stating that the approptation for Fuel for the Fire Department has proved inadequate and an additional appropriation of $250. is necessary to pay accrued bill and to supply coal for the balance of the Yea~; and recommending a special appropriation of 8250. for same. On-motion, the communication was referred to the Finance Committee. ~ 3rd. Forwamds & communication from'the Eiw~nis Club of Portsmouth relative to proposed playground at Ninth avenue and County St. Road, and the Manager reoomme~uded that same be re- ferred to the Special Committee appointed on Athletic Field. On motion, the recommendmtion of the Man,get that. s~me be referred ~o the Special Commit- tee, Was oonourre~ in. 4th. Communication stating +' ~ ~ ,nat in connection ~i~h the paving program, it will be neces- sary to lay a water main on Park Ave~; that a f~t~ hydran~ should be placed on this line at the intersection of Park AVe. and Bay St., and requesting authority to install the fi~e hydrant. On motion, the request was referred ~o the Finance Committee. 5th. Notice that he has appointed Otto Dunn special Police Off~cer for duties with the 8tats Game Wardens, ~r. ~nn's W~zrk to he restricted to activities connected with the collection of unlicensed dogs, The notice was ordered, to be filed. 6th. Forwards a statement from Mr. Thcs. 8. Wheelw~ight~ Pres. of the. Virginia R~ilway & Power Co'., covering the operation of the Portsmouth railways for the fou~ months ending M~y let. A~c~ng to the Company,s ~igures, ~ total deficit of $62,26~.56 in the amount necessary to payoDe~ating expenses, ~axes ~nd bond interest for the.fou~.months is shown. - . O~,m~tion, the ~ommunication and statement were ~dered to be filed. ?th. "~orwa~ds resolution from the H~rrison Ward Civic & Ymprovement League and committee from the Prentis Park Patron's League, asking that the Council purchase the remaining lots on the block adjoining the Prentis Park School house. As ! (the ~nager) understand it, the Ninth Wa~d is willing to pay from its funds for this lot and the Harrison Wmmd League and the Prentis Park League agree to fence, beautify and improve the grounds by planting tress, shrubbery and providing be~ches and otherequipment indefinitely or until the' City feels able and disposed to co-operate with the community in its plan., The ~nager recommends that he be authorized to offer $4,000. fo~this property and if it be not accepted, he be authorized to lnititiate condemnation proceedings. Recommends pmss~ge of the ~lowing o~nance: An Ordinance Prohibiting from Sorting or Re~oving G~rbage from Receptacles or R~king, Picking, Sorting Over, ing Material from Trash and Dump Piles. Recommenct~tion that a special appropriation of $~50. be allowed to purchase for the Building Inspector, On motion, the recommendation was referred to the Fihance Committee. llth. Fo~wmrds communication from Mr. W. A. Shafez~ Sec. Board of Stewards of the Central Methodist Church, asking that the Crosetown servicehbe continued, a~d M~nager recommend~ that this letterbe considered when the Council, a~ a committee of t~e whole,' considers the pending street ear.question.~ On motion, the communication was referred to the Council, as a committee of the whole, as requested by the Mmnage~. 12th. ~ommunioation stating that "bids recently received for paving indicates that the oomt of concrete paving will be little if any more Ehman the cost of bi'tum~nous macadam. Ex- perience wi~h macadsm also indicates that on ma~y streets, if not all, in the City, the sub- grade is so i~nSeoure that it i~s impossible to properly roll the material. .i, ~herefore, quest that I !be ~utho~zed to use my discretion in substituting concrete for bituminous macadam on streets, the paving of which has been approved by the Council." On motion of Mr. White, the ree~uest of the Manager was g~anted. 13th. F~rwa~ds a petition from property owners on Middle street "that an imnroved system of street lighting be i~nstalled on' that street, between Queen and King, streets. -The cost of this i_nstallation with,~he bracket type of lamp,' the lamp being a single unl~ of a greater candle power than the ~ive unit system on High street, will be approximmtely $1~O0.00. It is recommended that this petition be approved, provided~, the s~b~tting property owners contribute all funds needed in excess of ~i000.00 towards the ~nstallation. For this purpose ~a special appropriation of $1000.00 from .the last bond issue is recommended. I expect, as soon as information is received from the General Electric Company, to submit ~n estimate ~nd recommendation for a similar installation on High street from Chestnut s~reet to the Belt Line and will probably recommend that the existing system on High street, between Ohestnu~ and ~ater streets, be replaced by the new system," On motion, the communication was referred to the Finance Committee.
