White, ?. <br /> Also the City Manager. <br /> <br /> The minutes of the regular meeting MAy 23rd and special meeting June 6th were read and <br />were approved. <br /> <br /> REPORTS OF CO~ITTEES <br /> Fir~an~e-- <br /> Referred May 23rd . <br /> <br /> Request of the Manager that he be authorized to purchase machine tools, at m cost hot <br />exceeding $1,000.00, to equip, the ~utomobile repair shop when %hat is started; no appropriation <br />being necessary, as they ma~ be p,urchased from the mppropri~-tion f~r the Store House, <br /> Progress as to same. <br /> <br /> Report of the City Manager with regard to working prisoners. <br /> ~t is reco~ended ~hat the reco~d~tions of the. Bishop ~d Bow~ be paid for the five <br />each of them on accost of the accident. <br /> <br /> Reports of the City Treasurer, City Collector, and City Clerk & Auditor for <br />April, 1922. <br /> We have examined said reports and it is recommended that they be filed. <br /> <br />the month of <br /> <br /> (With ~ity Att~o~ney) Request of the City Auditor for authority to destroy cancelled bonds <br />to amount o~ $~,205,~00.00, mud also cancelled coupons prior to January 1, 1921. <br /> It is recommended that the request of the Auditor ~e destroy said bonds and coupons <br />be granted. <br /> <br /> Communication from the S~hoo! Board 7equestlng that the Board be relieved from payment of <br />tmxes on ~he Shem prope=$y for the entire~ Year 1922, instead of from April y, 1922. <br /> We report that we see no reason for the Counoi! changing its former action, that taxes <br />be relieved on said property from April ~, 1922. <br /> <br /> Request of the City Collector that Mrs. Minnie C. Allen be refunded $6.30, paid in error, <br />correction by the Board of Review. <br /> It is recommended thmt a special appropriation of $6.30 be allowed to make said refund. <br /> <br /> B~il of the Commonwes.lth of Virginia %o amount of~$iI1,$5, as premium chargeable against <br />mmoun~ of pay roi1 as filed with the ~ndustrial Commi's~£on of Virginia, for the 12 months <br />ended December 31, 1921. <br /> It is recommended %hat ~ special appropriation of $111.85 be allo~ed ~o pay saidbill. <br /> <br /> A bill of S. T. M~ntague, Jr., ~tate Game Warden, to ~mount of $360.00, for services rendered <br />in destroying ~4 tagless dogs. <br /> It is recommended that the Treasurer be authorized to pay sa/d bill, out of funds on <br />hand from collection of dog ta~es. <br /> <br /> A petition of Ruth L.~ Choate~to be relieved from pmyment of high taxes on property located <br />at. yO~ ~on~on street. <br /> We report that the Council hms no ~uthority to correct assessments. <br /> <br />A petition of Eugene <br /> Progress. <br /> <br />J. Bass to be refunded $11.00, paid in error for soft <br /> <br />drink~ license. <br /> <br /> Referred April llth <br /> / <br /> Recommendation of the Manager that a special appropriation of $98.2~ be allowed to pay bill <br />of Mrs. J. N. Hill for damages to automobile c~used by man-hole in center of Seventh s~'reet. <br /> Zt is recommended that a special appropriation of $9~.2~ be allowed to pay said bill. <br /> <br /> Referred May ~th. <br /> <br /> Communication from the President of 'the Tidewater Automobile Association, forwarded by <br />the ~n~ger, asking the assistance of the City of Portsmouth to the amount of $56~,000. OS fo~ <br />the construction of !0 mile link in the Norfolk-Portsmouth-Richmond Highway, the link proposed <br />being between Suffolk and Carrsvi~le; saic~ amount to be paid Back ~o the City by the State in <br />two or three years. <br /> The City Attorney advises that th~ City omu not legally make this losm~. <br /> <br /> (Signed) L.G.
