109 <br /> April'25, 1995 <br /> <br />(e) An ordinance increasing the fee for garbage and refuse <br />collection and disposal from the current $11 per month to $13 <br />per month for ordinary households. This will help us keep pace <br />with the rapidly rising costs associated with the disposal fee <br />charged by SPSA. <br /> <br />(f) & (g) Two ordinances increasing the fees charged for <br />building permits as well as the administrative charge for <br />demolishing a dangerous building. These rate modifications will <br />still place Portsmouth in the lower overall rates, if not the <br />lowest rates, in the area on a permit fee comparison with our <br />sister cities. <br /> <br />(h) An ordinance amending the rates charged for playing <br />golf. At City Park, the increase amounts to <br />approximately 50 cents per round on the basic rate, <br />while at Bide-A-Wee Golf Course, the rate change is <br />approximstely $1.00 per round on the basic rate. <br /> <br />(i) An ordinance increasing the fees for opening graves <br />equaling the increase in cost to the City for this <br />service as a result of the new contract with the vendor. <br /> <br />(j) An ordinance increasing the fee for admission to the <br />Children's Museum by $1.00 effective January 1, 1996. The <br />ordinance also sets the reduced rates for public school students <br />and other admission fees to the museums. <br /> <br />(k) a (1) A resolution authorizing all sworn firef~ghters and <br />police officers hired on or after July 1, 1995 to <br />participate in the Virginia Retirement System (VRS) <br />with the same equivalent benefits to those provided <br />for state police officers. This resolution is coupled with the <br />attached ordinance closing the Portsmouth Fire and Police <br />Retirement System to any new employees, effective on the same <br />date. The placing of all new sworn firefighters and police <br />officers int° the VRS system is based upon the recognition that <br />with competitive salaries, it is no longer necessary to offer a <br />premium benefit package to attract the best qualified candidates <br />to serve our City. <br /> <br />(m) An ordinance amending the method by which annual leave is <br />credited to our employees. The present system provides for one <br />day per month (8 hours) plus an additional allocation of days <br />depending on the nualbers of years of service. Presently, these <br />days are credited once a year on the employees' anniversary <br />date. This method is not an efficient way to provide vacation <br />time. The proposed method will allocate the ss&ne number of days <br />provided as the present system, but will prorate the bonus days <br />on a monthly basis along with the one day per month allowance. <br />In addition, the ordinance modifies the number of leave days <br />that are paid to an employee upon termination to a maximum of 44 <br />days. <br /> <br />(n) The appropriations ordinance for the Operating Budget for <br />the fiscal year beginning July 1, 1995 and ending June 30, !996. <br />The ordinance reflects the budget as I have recommended and <br />which has been previously presented and submitted for your <br />review. <br /> <br /> The proposed appropriations and tax ordinances as well as <br />the other budget companion ordinances listed above are submitted <br />for your review in order to provide you with the overall actions <br />that will be necessary to implement the budget as recommended. <br />Your final approval is requested for adoption of the Annual <br />Operating Budget for the 1995-96 fiscal year." <br /> <br /> <br />
