<br />At m special meeting of the City Council June S3rd there were present:

<br />Messrs-- Vernon Brooks, R. B. Esleeck, R. A. Hutchins, Jr.,

<br /> Also the City Manager.
<br />
<br />The following directions were read for the special meeting:
<br />

<br /> You will please call a special meeting of the City Council
<br />23rd, mt ~ o'clock P. M., to consider Ordinances on the table.

<br />M~ Stewart asked unanimous consent to present a resolution.
<br />and Mr. Stewart presented the following resolution:
<br />
<br /> "WHEP~AS, Work will shortly commence on the proposed sewerage and paving program for th~s
<br />City, necessitating the employment of labor;
<br />
<br /> "THEREFORE, BE IT RESOLVED, Thmt it is the policy of this administration not to disorim-
<br />inmte against labor upon the s~ls remson of advanced ~ge, mhd that the contractors be request-
<br />ed to ~oltow the same rule."

<br /> On motion~ the resolution was adopted, and by the following vote:
<br />
<br />Ayes-- Brooks, Esleeck, Hutohins, Smith, S~wart, 5.

<br /> Then zhe Trkffic Ordinance was taken up, same being considered beginning with Section 11,
<br />Paragraph (k), the ordinance havir~ been considered Sp to this point on June 16th.
<br />
<br /> Whereupon ~. Brooks moved that the _ollowing be substituted for Paragraph (k): "Pedes-
<br />trians ~ossing streets other than ~t intersections, do so at their own risk."
<br /> The amendment wms mdopted, and by ~he following vote:
<br />
<br />Ayes-- Brooks, Esleeok, Smith, Stewart,
<br />Nmye-- UH~tchins, 1.
<br />
<br /> Mr. Brooks moved that the following be substituted for Paragraph (1): "Persons rolling
<br />b~by carriages who use the driveway of the street or cross the streets at points other than at
<br />intersections, or who cross diagonally, do so a~ their own risk."
<br /> The substitute was adopted, a~.d by the following vote:
<br />
<br />Ayes-- Brooks, Eeleeck, Smith, Stewart,
<br />Nays-- Hutchins, 1.
<br />
<br /> With re~erence to Pmragraph (o), "Certificates for Operators," Mr. Esleeok moved that the
<br />section be amended ~o read as follows: "No person shall operate, and no owner shall allow or
<br />permit any agent or employee to operate any automobile, ~ruck or other g~s propelled vehicle
<br />until he or she shall have ~ppeared before the City Man,get or d~ly authorized agent and passed
<br />an examination as to his or her knowledge of the traffic laws of the State and City, and shall
<br />have obts~ined ~ certificate of fitness in writing, from the said City M~uager or duly muthorized
<br />agent. ~k%t the said C~ty Manager or duly authorized mgent ~hall not issue a certificate to a
<br />person under the age of sixteen years."
<br />
<br /> M~. Brooks moved ms an amendment to the ~mendment that the section read as fotl~ws: "No
<br />person shall operate, and no owner shall allow or permit any agent or employee to operat$ any
<br />automobile, truck or other gas propelled vehicle until he o~he shall have appeared before the
<br />City Manager or ~ly authorized ~gen~ and passed mn examination as to his or her ability to
<br />operate an automobile, and ms to his or her knowledge of the traffic taws of ~he State and City,
<br />and sh~ll have obtained a certificate ~f fitness in writing, from the said City Manager or duly
<br />authorized mgent. But the said City Manager or duly authorized ~gent shall not issue a certi-
<br />ficate ~o ~ person un~r the ~ge of sixteen years. A charge of $.50 pmyab!e to the City of
<br />Portsmouth shall be made for this permit. T~ae said certifi~mte shall be carried and displayed
<br />upon request by ~uly authori~d Officers."
<br /> The amendment by Mr. Brooks received no ~eoond.

<br /> A voting bein~ taken upon Mr. Esleeck~s ~mi~dment, same was lost, and by the foliowin~
