<br />e~oe to resolution of Council urging them to use their best efforts ~o prevent & reduction in
<br />the Naval Appropriation Bill. Both stated that they were opposed ~o such reduction and would
<br />continue to do everything possible to preven~ same.

<br />~uty placed upon it in paragraph 3 of section 254~ of the Code of Virginia (1919 with respect
<br />to statement of fines collected, amd use of official receipts for fines by th~ clerk of the
<br />Corporation (or Hustings} Court auld the justices of the peace. Sec. 714~A of er~closed circu-
<br />lar is Sec. 2546 in Code of Virginia (1919).

<br /> You will also please bring ~o the ~ttemtion of the ~ustioss of the peace that they
<br />are required on the first day of the regular meeting of the Ci~ Council to be held in July,
<br />either personmlly or by ~§en~, mo produce the officis~ reoeip~ forms of fines in their pos-
<br />session a~d stubs of receipts issued by them; and you will please bring ~o the attentiom of

<br /> WHEREAs, Realizing that it is the City's duty not only to make effort to secure work
<br />for those who desire to live here, but to also exploit all of its natttral mdvantages,

<br /> Re~lizing f~rther that increased industries and increased population is neoessmry for
<br />future prosperity and evem the proper existemce of the City,
<br />
<br /> NOW, ~qER~FORE, ~E TT RESOL~D, That the City Council of the City of Portsmouth go on
<br />record pledging its support to any orgmnizatiom or group of citizens in ~he City of Ports-
<br />mouth whose sole purpose is for the industrial and business mdvanoement of th~ City of Ports-
