3rd. "With reference ~o the request of H. L. Alexander that he be allowed to install m
1~,000 Emllon g~soline tank on property on the east'side of Court'St. at th~ intersection
om the street with the S. A. L. ~B~ilway, I beg to state that there is nothing in'the existing
ordinance which would prohibit the installation of the proposed tank at the point indicmted.
~nile ~ would regret to see the proper~y in this vicinity built up into garages, ~ see no
legal way of preventing it."
On motion of Er. ~nite, the oommunicatio~ was l~id o~ mhe table until the special meet-
ing of CSunoil mt which the proposed gasoline ordinance will be considered.
4th. "In order to carry ou~ promptly the ~esolution of Co'o~cil, relative ~o the prepara-
tio~u of lis~s of tax payers who are delinquent so far as ~an~ible personal property and life
estates are concerned, ~ hav~ authorized the City Collector ~o employ ~ddiziona~ mssistance,
~t not to exceed ~ total cost of $1,OOO. ConFim~mation of ~his ~ction by the Council is
quested a~d a special appropriation of $1,OOO. is recommended."
On motion, the communlc~tion was referred to Finance Committee.

5th. Recommendation that mn appropriation of ~4OO. be allowed to purchase an el~ctric
adding machine for the Commissioner of the Revenue~ the manually operated machine now in the
Office of said Commissiomer ~o be transferred to the Man~ger's~Office.
On motion, the recommendation was referred to Finance Committee.

6th. "I hmve received from th~ Gem~ral Electric Company an estimate f~r oroviding~addit-
ional modern lighting facilities on High Bt. The type of lamp proposed is ~ 6~0 C. P~ Novalux
bracket type of ~ixture to b~ a~taohed ~o concrete pole, which I understand the Virginim Rail-
way & Powe~ Co. ~ill install without cost to the City. These fixtures have a special re~raot-
lng globe which collects the upper rays from the lights a~d reflects them downward on the
Street, givin~ m much more briil~ant illuminatio~ than the present five cluster lights now
installed on High St. The lights will be installed on poles l~O ft. apart on each side of
th~ street.

The cost of tn~ inst'allation will ~e mpproximately $94. OO per l~ght, the cost of
m~intenance amd operation: mbout $36.0.0 per light per year. The total cost o~ course would
~ep~na upon the ~ber o~ lights decided upon by the Co~ctl~ To extend the present, system
~om Ch~s~nu~ ~t~ to t2~ B~!t L~e w~l~ requir~ one hu~d ~nd th~r~ l~gh~s. To ~plaoe

lng a total cz two h~uared lights ~or ~ ,nt~rsly n~w system. ~ms would cost approxmmateiy
E20,O00. to ims~all ~a $y~2OO.~ m year to mainta&n.

I am quite satisf£ed that if this n~w system is i~s'tai!ed it will add much to
the attractiveness of High st., w~l promote rapid development and will dimSnish crime and
vice on ~+~ose section~o£ the street where they are now so prevalent.

! believe it would be better to make a thorough job of it tham ~o do it piece
meml and I ~ therefore reoon~nending a~ appropriation of $20~OO0. for the installation of
oh~se lights and ~u addition~l apDroprlation of $3'~000. ~o maintain them for th~ ba!mnce of
the year after installation. Ther~ wilt
be ~some salv~ole value in the old lights, or probably
they might be plmced on portions of Court ~t~ and W~shir~on St. on each side of High. The
cost ~of this ~r~sfer will be the same a~ ~the cos~ of operation on High St. which is between
$1,~O0'. ~nd $1,500. per %ear." ~ '

On motion, the recommendation was referred to the Finance Committee.

7th. Recommendation that ~ special appropriation of ~i,O00. be a!iow~d ~o repair Engine
No. 2; and an additiona~appropriation of ~13,2OO~O0, ~ Finance Committee is~of the opinion
