~t is also stated in this para~ph that ~e ~ackless ~olle~s and jitneys ~a=n In
comtemplated improvem~ts.

The route of the Park View line as shown in said paragraph is agreeable to the company.
The route of the Port Norfolk ~nd Pirmers Point line and schednle as~ described in said para-
graph, page ?, is confusing, as it can be construed to mean two separate lines each operating
on a ? 1/2 minute scheck~le, one returning to Portsmouth via Chatauqua and First Streets and
the other proceeding on to Pinners Point. This, of couSse, is ~n inadvertence, as one llne
only is intended, smd as said above, the compa~ly feels that a ten minute initial bass
schedule with additional service during tChe rSsh hours and probably the use of ~allers
will be entirely adequate.

The company believes that double tracking Mount Vernon Avenue, Bay View Boulevard and
~hautauqua~venue will be better than a sin le track F
a ' . g on irst Street, and when the plan is
dopted it is proposed to ask permit to extend the double track at some time in the ,~mtu~e
~.s so.on_as t~he improvements can be finamced on Third Street to the ~un~el and on Third
~ree~ ~'rom ~ea~ the east end of the t-annel to Hill Street, to Car~lina, to Serpell Avenue,
which will complete the double tracking of this line.

The routing of the Scottsville line as provided by the said paragraph is agreeable to
the company, except that the company does not feel jue'tified in agreeing m~ this time to ex-
tend the line immediately on construction of the bridge to Pinner's Point. This matter will
have to. be disposed of when the bridges have actually been constructed, either by jitney
line supplementary to company's service or t~ackless trolley ~ine, or extension of car tracks,
if the company's finances will permit of such extension at the time and if such extension
can be justified. The double tracking of the Porl~ Norfolk-Plnner's Point line and the initial
ten minu~e~base service proposed it is believed will be adequate for both communities for some
time to come, but of course, the company stand, ready ~o do what~ it reasonably can in the
mat~er of furnishing increased facilities to this and any other territory when they are needed.

The routing of Gilmerton and Cradock lines, Prentis Park, Truxtun, Westhaven and City
Park lines is in accordance with the company's understanding, except that the Prentis Park
line will be extended to Charleston Avenue on Palmer Street, s~ud except thai the Gilmerton
line operates on South to Middle, to County, to Crawford, to High, in returning to the loop.

The routing of the trackless trolley to Park View and West Park View is in accordance
with the understanding of the comps.ny.

The service requirement, however, is ? 1/~ minute schedule to Park View with a 15 minute
schedule to West Purk View. Just what is meant by the ~ 1/~ minute schedule to Park View the
company does not clearly understand, ~ut the company feels that an initial base service of
15 minutes through this territory should be tried out, and that such supplementary mzrning
~e_d_~eni~n~g_se~r.vice as_.traff~iccon.ditions warrsmt should be added, either through the full
~n~n o~ ~ne zzne or through such portion of it as may be necessary, and a more frequent
base headway supplied when traffic¢onditions will wsmrant the s~me.

Regarding the proposed routing of trackless trolley s~rvice of the Orawford St~.eet line,
the Company ~renews its suggested ~odificatiOn of this service ~nd routing as follows. Track-
less trol~ley line commencing at High a~id Crawford Streets, along Crawfcrd to First, to Lincoln,
to Fayett~, to Sixth, to Key Avenue, to Nar~e Bmrracks, renaming the same route, to be
operated on initial base service of 10 minutSs. The company will pu~ohmse four trackless
t~olleys for this line in order that ~ 7 1/~ minutes or more frequent service can be operated
as occasion requires and suggests that the Court Street line operate over rails as follows:
Beginning at High and Cr~Wford Streets, ~long High to Court, to Wythe, to Fourth, to roy
Avenue, to Third, to Lincoln, to Fourth, to Wythe, to Cou~t, to South, to Middle, to County,
to Crawford, to High, with an initial base service of 10 minutes headway. This will neces-
sitate the construction off a diamond turn-out on Cour~ Street in the vicinity of Clifford
Street. With a loop a~ each end, under this arrangement, trailers could be operated when
necessary or cars could be operated in a 5 minute headway.

As to the Prentis Park trackless trolley line, ~entioned in said paragraph, uhder the
foregoing arrsmgement this would not be needed.

As to jitney lines the company feels that with the improved service and the rerouting
planned, Portsmouth will have adequate service and that there i~ no necessity for jitney
lines stepping in to decrease the revenue, making necessary, perhaps, an inoreame in car
fare. If a line of jitneys is necessary, to serve the territory along Air Line Turnpike, the
company is agreeable to an arrangement whereby they will charge the same fare as the company
charges and the company will exchange transfers with them on a fif~y-£ifty basis, such a line
to be diverted ~o High Street, connecting with the company's line at Ninth Street. If a line
of oars is to be operated to serve Truxtun, it will not be practicable to serve it in compe-
tition with $itneys operating more or lees when they please, and if such a line i~ routed
.f?9m th.e intersect.ion of Deep Creek Road and Jefferson Avenue, along Deep Creek Road, Des
momne~ Avenue, ~outh Street Road to South Street and Effingham Street, the company will trans-
fer passengers to and from, provided their fare is ecf~al to the company's, on a fifty-fifty
b~sis.
