<br />plemental thereto, with an exchange of transfers, as se~ out above. If it is deemed essen-
<br />tial to operate the gas busses in ~erritory served by cars and trackless t~olleys, it mus~t
<br />be l~ecause th~ey desire to take business which otherwise would come to the electric line.

<br /> This paragraph shouYOd also provide that the city will no~ itself enter into compe~f~ion
<br />with the company, as that competition wou~d be just as destrmctive as any.other.

<br /> On page Z, paragraph 1 (b), it is said that within ~O days after the improved ser-~ce
<br />becomes effective the city will reroute, restrict and regulate ethe~ systems of t~ansportation
<br />them those belonging to this company, so ~hat they Will not run on streets on which the Vir-
<br />ginia Railway and Power Compamy operates or nearer than twoblocks to such streets.

<br /> What has been said above about the inability of the company to finance the improvements
<br />if gas busses are permitted to compete with instead Of operating as supplemental to, the cars
<br />and trackless trolleys im applicable here, and umder such conditions the oompamy could Dot
<br />undertake the improvements.

<br />the prOvision~that jitneys shall not be operated in territor~ served by the company, with the
<br />provision that 'such lines shall, however, be prohibited from doing any local business in the
<br />city.' This is satisfactory' to the company, if the jitneys are to be operated from suburba~
<br />territory not served by company. This modifi~oation should be ~ade by inserting in the pro-
<br />vision a~ter the words 'suburban points' the additional words 'not served by s~reet'cars or
<br />trackless trolley.s.'
<br />
<br /> This paragraph also contemplates t~at.~emporary jitney~lines operate on High Street,
<br />Cooke Street and Villa Street and West Far~ View until the trolley bus line to West Park
<br />View has been installed. The company thinks that temporary operation of jitney lines to
<br />West Park View should ~e over the following route: Beginning at High and Crawford, along
<br />Crawford to County, to Cook, ~o Vill~ ~n-to West Park View; returning by the same route to
<br />High and Orawford.

<br /> On page 3, paragraph Z (a) is as follows:
