<br /> The Company desires ~o again say that it is anxious to meet the wishes of the Council
<br />in this matter as far as it can in justice to itself, but that it must of necessity carefully
<br />consider any plan proposed in order that it may assure itself that the terms and conditions
<br />of such plan are such as to enable the Company to successfully onr~ry out any undertaking
<br />which it may enter into.

<br />.of ~ugu~st 25th, as conveyed to you in the Manager's letter of Augus~ 2~th, except that im the
<br />oas~ ox Paving the Council agrees that all paving that should now be completed ~Ander 'existing
<br />franchises shall be completed within one year after the re-routing plan goes into effect. That
<br />in all future paving required to be done by this agreement the Va. Ry. & Power Co. will not
<br />be re~ired to pay more than am average of $15,000-.00 per year."
