<br />of the Eighth Ward Civic League, who spoke requesting ~the Council to r stain its former positions
<br />on the traction situation.

<br /> Then Mr. White offere~ithe following resolution:
<br /> "RESOLVED, That the City Manager be
<br /> instructed to draft a reply ~tO~ the Va. Ry. & Power Co., re-affirming our previous position
<br /> of August 2~th, as conveyed to you in the Manager's letter of August 2~th, excep~ tha~ in the
<br /> oas~ of pav~ng the Council agrees that all paving that should now be completed under existing
<br /> franchises shall be completed within one year after the re-routing plan goes into effect. That
<br /> in all future paving required to be done by this agreement the Va. Ry. & Power Co. will not
<br /> be required to pay more than an average of $15,000..00 per year."
