<br /> The following communication was read from the City Attorney concerning claim of W. B.
<br /> Sykes against the City for injuries received while responding to an alarm of fire April l~th,
<br /> 1922:

<br /> "Gentlemen:--
<br /> In reference to the Bill ~of ~. B. Sykes referred to me at your last meet-
<br />ing, t find that the Workm~n,s Compensation Act of 1918 did no~ specifically mention City Of-
<br />ficialS, and it was determined that they were no~ included Dy the law. In 1922 the Act was
<br />amended and was made to include all City officers and employees except such as are elected
<br />by the people o~ the Council. Policemen and Firemen were specif~ioally mentioned in this
<br />amended Act and were classed as employees by the City paying their salaries. However the
<br />act of 1922 did not become &f~ective until June 18th, 1922, and Mr. Sykes was injured April
<br />14th, 1922, and consequently this law is not effective as to his particular case.
<br />
<br /> Upon paymmnt to Mr. Sykes a re,ease in full of all claim against the city
<br />should be obtained, and I suggest that the form as required by section 19 of the Wprkmen,s
<br />Compenamtion Ac~ be used.

<br /> Mr. Esleeck moved that a speoi~ appropriation of $3~0. be al2owed to pay the claim
<br />of Nr.Sykes, a release in full of all claim ag&inet the City to be obtained from Mr. Sykes
<br />upon p~yment of said amount.

<br /> The following communication was read from the City Attorney with reference to paying
<br />the Merchants National B~uk of Richmond for coupon clipped from a City of Portsmouth bond:

<br /> Gentlemen:--
<br /> In reference to the request of the Eerc~nts National Bank of Richmond for
<br />the City to re-imburse it to the extent of $20.00 ~ ~
<br /> · o~ a coupon clippe~ from Redemption Bond
<br />No. 89 due January l, 1930, I would suggest that the City pay the bank the amount of the
<br />coupon upon the bank indemnifying the City against loss. I am enclosing a bond to be signed
<br />by the bank. As t~e amoun~ is small, I do not see the necessity to have any surety on the
<br />bond. My purpose in the bond is largely to have something to show the bank in case the coupon
<br />appears in the han~s of a third party.

<br /> On motion, the communication was referred to the Finance Committee.

<br />Er. White moved that the City Clerk & Auditor be instructed to furnish the Sinking F~d
<br />Commission with a list of all outstanding bonds of theClty, including water bonds, said list
<br />to contain information partioulazly when the bonds mre due and payable; and that the Sinking
<br />Fumd~f~he~Cii~a~d the Water Department Sinking Fund be turned over ~o the Sinking Fund Com-
<br />mission, The motion was adopted.
