<br /> tuberculosis patient Mrs. FlOrence Powell, who has been supported in the Norfolk City Home
<br /> by the Friends' Church for some time past. She has no means of support whatever and her ex-
<br /> penses in the Norfolk institution, which amo~umt to $1,00 per day, have been hitherto borne by
<br /> the Church. I have referred the matter to the Director of Public Welfare, who informs me that
<br /> Stats law forbids the admission of cases of this kind to the City Home, u~less we maintain
<br /> a separate tuberculosis camp. It is of course, impossible with our limited funds. I hesitate
<br /> to recommendthat the responsibility of this case be assumed by the 0ity as undoubtedly' there
<br /> would be many other applicants suffering from the same dlseass,~for admission~to the Norfolk
<br /> Home. This would involve the City possibly in a very large expense, as I do ~ot see howwe
<br /> could disapprove any worthy application if we had approved one. It is however, a hardship
<br /> om a church to support cases of this kind, which are really public charges, but at the same
<br /> time, I can not avoid the fact that my own church with probably many others in the City have
<br /> similar cases, I' am therefore, without specific recommendation, referring the matter to the
<br /> Cotmoil for a statement of policy by that body in regard to oases of that kind.
<br />
<br /> It is recommended that no appropriation be allowed ~or said purpose."

<br /> On motion cf Mr. White, the resommendation of the Manager was concurred in.

<br /> The report is brief.and valuable and I recommend that it be read to the Council.e

<br /> Dear Sir:--
<br /> I desire to report that I attend the fifty-first annual convention of the
<br />American Public He~th Association at Cleveland, Ohio, which organization was insession from
<br />October 16th.to October 19th.
<br />
<br /> This organization is the only ~ational forum in th~ United States for health
<br />officers, hence attendance at this annual convention is of inestimable value to the health
<br />officer.
<br /> The outstanding feature of the session was the decision to strive for an
<br />increase in the span of life, the objective being an increase of twenty ~emrs during the next
<br />fifty. Other features were the symposiums on the control of respiratory diseases and ditCh-
<br />there. The~e were highly educational and instructive. The pasteurization of milk was also
<br />discussed at some length.
<br />
<br /> I attended all sessions of the section of Public Health administration,
<br />of which section I ama member.
<br />
<br /> I feel quite'positive that I have-added so~e very material facts to my
<br />knowledge amd I feel that-such knowledge when and 'as is' implied will certainly be of ~efinite
<br />value to the City.
<br />
<br /> The following Virginia 0ities were represented: Norfolk, Richmond, Roanoke,
<br />Danville, Lynohburg and Portsmouth. In addition to these over one thousand were in attendance,
<br />
<br /> I might add further that I was created a Fellow of the Association, which
<br />is only conferred upon those who are fulltime workers a~d who have contributed in a way to
<br />the advancement of Public Health-work.

<br />of Ordinance~entitled,
<br />Operation of 'Jitneys'
<br />
<br />-"~nclosing herewith draft of ordinance amending and re-ordaining sub-section 'e'
<br /> 'An Ordinance Providing License Fees, Rules and Regulations for the
<br /> in the City of Portsmouth.~
<br />
<br /> The changes authorize the City Collector to issue licenses im order to bring it
<br />in line w~th the License Tax Ordinance and further gives the City Manager executive p~wer
<br />in his discretion to revoke licenses for causes stated. The changes~are indicated~by under-
<br />lining.
<br />
<br /> This ordinance hms been prepared by the City AttorneyL'm~d m~self. Its passage
<br />is recommended, under the emergency clause.~
<br />
<br /> The following is the ordinance:
<br /> An Ordinance ~o Amend and Re-ordain Sub-section "e" of
<br />Section 1 of an ordinance entitled, "An Ordinance Providing License Fees, Rules and Regulations
<br />for the Operation of "Jitneys".in the City of Portsmouth.
