E. Haug, Assistant City Engi-
neer, who was the City's delegate to the National Convention of the American Society for Mu-
nicipal Improvements held in Cleveland, Ohio, October 2nd to 6th, 1922. The interesting
subjects discussed covered C~ty planning, 0ity zoning, street paving and garbage collection
and disposal. It is interesting to note that we follow~ the method of garbage disposal
w~ioh is generally recommended.

Attention is als~ invited to' the fact that Cities generally finance public improvements
by m~king special local assessments. For instance, in Chicmgo, for South Water St., mn initial
cash assessment of $2000.00 per front foot is contemplated for street improvement.

I believe that the City of Portsmouth should take m~E=eate= intereat in these conventions
which are attended by representatives from cities of much smaller size and importance than

2~0(

00,
.a;

.a~
