The minutes of the regular meeting October 2~th and special meeting October read and were approved. 30th' were Finance-- REPORTS OF COMMITTEES Referred October 2~th Communication from the City Manager zequestlng an appropriation of $2500. for Sewerage Department fo= balance of Year. It is recommended that a special appropriation of $2500. be allowed for said Depart- ment for the balance of the Year. Communication from the City Collector asking that W. F. in e:ror for personal tax for 19'19. It is recommended that said refund be made. Walters be refunded $3.04 paid A bill of H. L. Hudgins, City Treasurer, $120,000. borrowed from banks in September, 1922. Progress as to same. $1,200.00, for one per cent commission on A petition of Jos. Pate asking that his pension of $50.00 per month be increased. It is recommended that the petition be not~rauted. Referred October lOth Recommendation of the Manager that a special appropriation of $1,000. be allowed for ex- penses of board and committal fees for prisoners for the balance of the Year. It is recommended that a special appropriation of '$~O0. be allowe~ for this purpose. Referred SeptemBer 12th Recommendation of the Man~ger that an additional appropriation of $2,500. be allowed for the Fire Department, E-t, repairs to automobiles, to cover expenses for the remainder of the Year and to pay outstanding liabilities. On motion of Mr, 0ast, the report of the Committee was adopted, and by the following vote: ~yes-- Brooks, Esleeck, Hutchins, Oas~, ~mith, Stewart, White, 7. - The Finance Committee presented the following ordinance: An Ordinance Fixing the Com- pensation of the City Treas~er. On motion of Mr. White, theordinanoe was placed on its first reading, and by the fol- lowing vote: Ayes-- Brooks, Esleeok, Hutchins, 0asr, Smith, Stewart, White, At this point, the City Mmn~ger verbally recommended-that an appropriation of $~75.00 be allowed, out of El~ghth Ward funds, for 250 folding chairs for the new Police and Fire Build- ing at Port Norfolk. Er. Smith moved that such an appropriation be allowed, out of Eighth Wa~d funds. Mr. Brooks moved to amend, that same be referred to the Finance Committee. Mr. Brooks' a~endment received no second, and then Nr. Smith's motion was adopted by-the following vote: Ayes-- Esleeck, Butchine, 0asr, Smith, Stewart, ~ Nmys-- Brooks, White, 2. The following w~itten communications were read from the Oity Mmnager: let. The N~nager recommended adoption of the following ordinance, which h~d been referred to him for further consideration: An 0rdi~nce to Rename Certain Streets in the City o~ Portsmouth. On motion of Mr. 0mst, the ordinance was placed on its first reading. 2nd. ~I am forwarding herewith copy of a report from Mr. M. E. Haug, Assistant City Engi- neer, who was the City's delegate to the National Convention of the American Society for Mu- nicipal Improvements held in Cleveland, Ohio, October 2nd to 6th, 1922. The interesting subjects discussed covered C~ty planning, 0ity zoning, street paving and garbage collection and disposal. It is interesting to note that we follow~ the method of garbage disposal w~ioh is generally recommended. Attention is als~ invited to' the fact that Cities generally finance public improvements by m~king special local assessments. For instance, in Chicmgo, for South Water St., mn initial cash assessment of $2000.00 per front foot is contemplated for street improvement. I believe that the City of Portsmouth should take m~E=eate= intereat in these conventions which are attended by representatives from cities of much smaller size and importance than 2~0( 00, .a; .a~
