<br /> On motion of Mr. White, theordinanoe was placed on its first reading, and by the fol-
<br />lowing vote:
<br /> Ayes-- Brooks, Esleeok, Hutchins, 0asr, Smith, Stewart, White,

<br /> At this point, the City Mmn~ger verbally recommended-that an appropriation of $~75.00
<br />be allowed, out of El~ghth Ward funds, for 250 folding chairs for the new Police and Fire Build-
<br />ing at Port Norfolk.
<br /> Er. Smith moved that such an appropriation be allowed, out of Eighth Wa~d funds.
<br /> Mr. Brooks moved to amend, that same be referred to the Finance Committee. Mr. Brooks'
<br />a~endment received no second, and then Nr. Smith's motion was adopted by-the following vote:

<br /> 2nd. ~I am forwarding herewith copy of a report from Mr. M. E. Haug, Assistant City Engi-
<br />neer, who was the City's delegate to the National Convention of the American Society for Mu-
<br />nicipal Improvements held in Cleveland, Ohio, October 2nd to 6th, 1922. The interesting
<br />subjects discussed covered C~ty planning, 0ity zoning, street paving and garbage collection
<br />and disposal. It is interesting to note that we follow~ the method of garbage disposal
<br />w~ioh is generally recommended.
<br />
<br /> Attention is als~ invited to' the fact that Cities generally finance public improvements
<br />by m~king special local assessments. For instance, in Chicmgo, for South Water St., mn initial
<br />cash assessment of $2000.00 per front foot is contemplated for street improvement.
<br />
<br /> I believe that the City of Portsmouth should take m~E=eate= intereat in these conventions
<br />which are attended by representatives from cities of much smaller size and importance than
<br />
