That this use permit is approved subject to the <br />following conditions= <br /> <br />{a) The site layout and landscaping shall be installed and <br />maintained in accordance with Exhibit A, attached hereto and <br />made a part hereof. The building(s) shall be constructed in <br />accordance with the Alternative I elevations, identified as <br />Exhibit B, attached hereto and made a part hereof. Minor <br />modifications may be approved by the Planning Director prior to <br />the issuance of building permits. <br /> <br />(b) The use permit shall be for the first phase of the project <br />only. An additional use permit shall be required for the <br />expansion of the physical plant, except parking areas. <br /> <br />{c) A combination of shrubs, evergreen medium and large trees, <br />such as Austrian Pine, Live Oak, LoblollY Pine and Magnolia, <br />shall be planted around the building and on the eastern berm <br />along Ballard Avenue and in the parking lot area. <br /> <br />(d) Any proposed revisions to the approved site plan, <br />landscaping plan or elevations must be submitted to the Planning <br />Department for consistency review prior to issuance of any <br />building permits. <br /> <br />(e) A minimum of two hundred seventy-five (275) clearly-marked <br />visitor and employee parking spaces shall be installed prior to <br />occupancy. <br /> <br />(f) A single master water meter shall be installed at the <br />applicant's expense. <br /> <br />(g) Complete reconstruction of the Ballard Avenue pumping <br />station to Reliability Class One standards and installation of a <br />new force main to tie into the 36" gravity line at Victory <br />Boulevard shall be required at the applicant's expense. <br /> <br />(h) Fire protection equipment shall be installed on and off the <br />site in accordance with Fire Department requirements. <br /> <br />(i) A vehicle routing plan shall be developed to minimize use <br />of local streets for prisoner transport. Ballard Avenue access <br />shall be gated and used as an emergency access only. <br /> <br />(j) Facility shall be operated in accordance with accepted <br />principles and professional standards for correctional <br />facilities. <br /> <br /> (k) The facility shall be developed and operated in accordance <br />with all other local, state and federal laws and requirements. <br /> <br />(1) The use permit shall not be transferable. <br /> <br />Ayes: Griffin, Hawks, Martin, Pitts, Webb <br />Nays: Clemons <br /> <br />CITY MANAGER'S REPORT - <br /> <br />95-232 - Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $106,000 from the Capital <br />Improvements Fund for construction of a soccer/Little League <br />complex adjacent to John Tyler Elementary School/Hunt-Mapp <br />Middle School. <br /> <br /> <br />
