That this use permit is approved subject to the following conditions= {a) The site layout and landscaping shall be installed and maintained in accordance with Exhibit A, attached hereto and made a part hereof. The building(s) shall be constructed in accordance with the Alternative I elevations, identified as Exhibit B, attached hereto and made a part hereof. Minor modifications may be approved by the Planning Director prior to the issuance of building permits. (b) The use permit shall be for the first phase of the project only. An additional use permit shall be required for the expansion of the physical plant, except parking areas. {c) A combination of shrubs, evergreen medium and large trees, such as Austrian Pine, Live Oak, LoblollY Pine and Magnolia, shall be planted around the building and on the eastern berm along Ballard Avenue and in the parking lot area. (d) Any proposed revisions to the approved site plan, landscaping plan or elevations must be submitted to the Planning Department for consistency review prior to issuance of any building permits. (e) A minimum of two hundred seventy-five (275) clearly-marked visitor and employee parking spaces shall be installed prior to occupancy. (f) A single master water meter shall be installed at the applicant's expense. (g) Complete reconstruction of the Ballard Avenue pumping station to Reliability Class One standards and installation of a new force main to tie into the 36" gravity line at Victory Boulevard shall be required at the applicant's expense. (h) Fire protection equipment shall be installed on and off the site in accordance with Fire Department requirements. (i) A vehicle routing plan shall be developed to minimize use of local streets for prisoner transport. Ballard Avenue access shall be gated and used as an emergency access only. (j) Facility shall be operated in accordance with accepted principles and professional standards for correctional facilities. (k) The facility shall be developed and operated in accordance with all other local, state and federal laws and requirements. (1) The use permit shall not be transferable.
