May 9, 1995 <br /> <br /> At a Regular Me~t~ng of the City Council held <br />May 9, 1995, there were present: <br /> <br />1,'2.3 <br /> <br />on Tuesday, <br /> <br /> Mayor Gloria O. Webb, Vice Mayor Johnny M. Clemons, Bernard <br />D. Griffin, Sr., James C. Hawks, James T. Martin, Cameron C. <br />Pitts, P. Ward Robinett, Jr., V. Wayne Orton, City Manager, <br />George M. Willson, Acting City Attorney. <br /> <br /> Letia Johnson, 6th Grade Student, Cradock Middle School, <br />opened the meeting with prayer which was followed by the Pledge <br />of Allegiance to the Flag. <br /> <br /> Mayor Webb called the meeting to order and welcomed all in <br />attendance. <br /> <br /> Motion of Mr. Pitts, and seconded by Mr. Martin, to approve <br />the minutes of a Called Meeting on April 24, 1995; a Called <br />Meeting on April 25, 1995; and a Regular Meeting on April 25, <br />1995, were approved, and was adopted by unanimous vote. <br /> <br />95-227 - Proclamation presented to Barry Hobbs, Vice Chairman, <br />Remodelers Council for National Remodeling Month. <br /> <br />95-228 Proclamation presented to Lt. Brenda Lundy, for <br />D.A.R.E. Family Day. <br /> <br />95-229 Proclamation presented to Diana Hughes, City Clerk, <br />City of Hampton, for Municipal Clerks Week. <br /> <br />95-230 - Non-Agenda Speakers <br /> <br />1. Cecelia High, 1301 Green Street, spoke on lead in Washington <br />Park. <br /> <br />2. Laurie Jones, <br />to City Council <br />Project. <br /> <br />One High Street, %204, extended an invitation <br />to attend a public meeting on the Galaxy <br /> <br />- PUBLIC HEARINGS - <br /> <br />95-231 - Public hearing to consider an ordinance authorizing the <br />City to enter into a Guaranty Agreement with the Hampton Roads <br />Regional Jail Authority and the City of Norfolk, the City of <br />Newport News and the City of Hsanpton in connection with the <br />issuance by the Authority of its Note which it plans to issue in <br />an amount not to exceed $7,000,000 to finance a portion of the <br />costs of the architectural, engineering and other project <br />development expenses of a regional jail for the cities of <br />Portsmouth, Norfolk, Newport News and Hampton and further <br />authorizing the Authority to purchase the land upon which the <br />project will be constructed in the City of Portsmouth for the <br />amount of approximately $2,000,000. <br /> <br />J. Brewer Moore, 308 Bobby Jones Drive, spoke in opposition to <br />the proposed regional jail. <br /> <br /> Unfinished Business <br /> <br />95-208 - Use permit application: <br /> <br />95,208(a): <br /> <br /> Motion by Mr. Pitts, and seconded by Mr. Hawks, to adopt <br />the following resolution, and was adopted by the following vote: <br /> <br /> <br />
