<br /> 5th. Enclosing bills certified by J. M. Overton, Chairman of the Trlnkle Entertainment
<br />Committee, aggregating $~09.3O, covering the entertainment of Governor Trinkle and party while
<br />in Portsmouth. The Council had appropriated $250. for this purpose. He recommended the
<br />propriation of $159.30 additional to cover the deficit.
<br /> On motion, the recommended additional appropriation wms referred to Finance Committee.

<br /> 6th. Enclosing report of the sale of the following lot in the Oak Grove Oemetery during
<br />the month of November, 19225

<br />November 8th, to Mrs. Lelia Scott Boylan, north side 3rd Walk, 2nd lot from C
<br /> West, 13 1/2 ft. x 20 ft.

<br /> On motion of Mr. Brooks, the City Attorney was instructed to drs~ft a deed to said party
<br />for the lot, and the proper City Officers instructed to execute s~me.

<br /> 7th. Recommended adoption of the following ordinance:
<br /> AN ORDINANCE TO AMEND AND RE-ORDAIN
<br />SECTION 5 OF AN ORDINANCE PROVIDING FOR THE SANITATION OF SLAUGHTER HOUSES, ETC., PROVIDING
<br />FOR THE ISSUANCE OF PERMITS TO SUCH ESTABLISHMENTS, FOR THE INSPECTION OF MEATS, ETC., CREATING
<br />THE OFFICE OF MEAT INSPECTOR, ETC~, AND DEFINING VIOLATIONS OF THE ORDINANCE AND FIXING PENAL-
<br />TIES THEREFOR.

<br /> Mr. Esleeck moved that the rules be suspended and the ordinance be considered at this
<br />time. The motion wam adopted.
<br />
<br /> Mr. White .moved that the privilege of the floor be granted to any one present who might
<br />desire to speak on the ordinance. The motion was adopted.
<br />
<br />Then ~he Director of Public Welfare and Mr. Beazley spoke in favor of the ordinance.

<br /> Mr. Esleeck moved that the ordinance be ame~ed by addisg the emergency clause. The
<br />amendment was adopted.
<br /> M~r. Esleeck moved that the ordinance be adopted, as amended, and same was adopted, as
<br />amended, and by the following vote:

<br /> I aa forwarding herewith proposed ordinance modifying existing franchises
<br />of the Virginia Railway and Power Company and providing for a franchise for trolley busses to
<br />West Park View, to the Navy Yard and on Lincoln St. The four essential points covering- 1st,
<br />five cent fares and competition beyond seven cents; 2nd, schedules; 3rd, pay for pavements;
<br />Sth, regulation of jitneys; s~ve in substantially the original form, except the question of
<br />the increase in fare beyond seven cents hms been limited to the exist~t~g~co~rporate limits of
<br />the City and extended, however, to include the City Park Line. Under schedules, in orderrto
<br />get prompt action, the Oity Man-get is authorized to modify schedules subject, however,~to
<br />subsequent reversal or modification of his action by the Council.

<br /> Minor points have been discussed and the only concession m~de to the
<br /> Company has been in the license for trolley busses. This hms been fixed at a flat sum of
<br />~$150,00 and~the provision authorizing ~h increase in tax ~o surmount to cover the additiom~l
<br /> cost of mainter~ance and repair to streets rendered necessary by the operation of trolley
<br /> busses on such streets, has been eliminated. This concession is unimportant, as it is believed
<br /> that the $~50.00 tax p~r bus will be sufficient and ~he indefinite nature of the additionml
<br /> provision mmde it objeotio~ble.

<br /> It has been deemed best after a careful study, to eliminate the proposed
<br />trolley bus line on Crawfordaud First Streets, as these streets are so crowded with car
<br />tracks and trucks in the wholesale district of the Cit~, that. it will be impossible to operate
<br />a ~rotley bus line satisfactorily. The lay-out of street car tracks is substantially s~ has
<br />already been submitted to the Council and provides for a loop service to ParkView, effected
<br />by the consolidation of pzrtions of the Cross Town and Pa~k View mud Oemetery lines. It also
<br />provides fo= a turn-out from Nigh St. into Sixth Ave. and a special service to Scottsville.
<br />
<br /> The Port Norfolk llne will be double-tracked as far as Ohautauqua
<br />Ave. and Third St. The Gi~merton-Oradock line will be re-rou~ed so-~s tc follow Washington
<br />~%. along to its intersection with the present right of way of the Virginia Railway and Power
<br />Company as soon as the City hms opened Washington St. This line will temporarily, however,
<br />make a detour via PI~r~ison, Fifth and Eincoln Sts.
<br />
<br /> ~rolley bus lines are provided to Park View and West Park View as
<br />previously tentatively agreed upon. The Navy Yard trolley bus line will terminate ~or the
<br />present at Fifth St. and Key Ave., but provision is mmde for extending it to Green St. as
<br />soon as Key Ave. has been paved to that point. A branch trolley bus line from the. Navy Yard
<br />llne will be provided along Linooln St, as far.as the Deep Creek Boulevakd. It is believed
<br />that the system proposed will give excellent service to all parts of the City and will provide
<br />for its needs to all pa~ts of the 0ity an~ its suburbs for some years to come.
