<br />h~ve examined said ~eports and it is recommended that they be filed.'

<br /> Recommendation of the City Attorney that a special appropriation of $300.00 and Court
<br />costs be allowed to pay claim of Mrs. Agnes W. Stearns against the 0ity of Portsmouth, Mrs.
<br />Stearns having been injured by stumbling over a broken place in the concrete pavement on the
<br />west side of Broad St.
<br /> It is recommended that a special appropriation of $275.00 be allowed to pey this
<br />claim and $21.85 t~o pay Court costs.

<br /> Request of E. M. Jordan to be refunded $$.~0, paid for taxes on automobil~ assessed in error.l
<br /> Progress.

<br /> Bill of P. C. Hutchins, State Game Warden, to amount of $75.00, for services in dsatroying
<br />30 tagless dogs @ $2.50 each.
<br /> It is recommended that_ the'Treasurer be authorized to pay said bill, out of funds on
<br />hand from collection of Dog Taxes.
<br />
<br /> Request of f. O. Brinson, Jr.', ~o be refunded $8.40, paid for taxes on automobile assessed
<br />in error.
<br /> It is recommended that said refund be made.

<br /> Budget for the Calenda~ Year 1923, forwarded by the Manager; together with recommendations
<br /> from the Man~ger as to smme.
<br /> We present herewith the Budget for the Year 19~3, and recommend that same be placed
<br /> on its first reading,~ and that a special meeting be called for Friday, a~ 8 P.M., to consider
<br />
<br /> Recommendation ~f the Man~ge~ that a special appropriation of $150. be m~de to re-imburse
<br />Geo. D, Lawrence for services rendered to the City in securing the extension of Washington
<br />street, north, through.the Seaboard Air Line property at Swimming Point, through the E. W.
<br />·-nite property a~ the same point a~d'also in connection with the extension of HolladayBt.,
<br />~nd in securing options and prices on various proposed sites~for engine houses,
<br /> It is recommended that a special appropriation of $150; be allowed to~re-imburse Mr.
<br /> ~awrenoe for SUCh services.

<br /> Recommendation of the Manager that he be auehorized to inform the Road Oommissioners of
<br />the 0ounty of Norfolk that the City will contribute one~h~lf of the cost of macadamizing the
<br />road following Black's lane, leading from the old Shell Road to the Portsmouth Cotton N~nufact-
<br />~ing Co..., the total estimated cost of ~his work being $6,000.00.
<br /> 'It~.is recommended that an appropriation of $3,000. be allowed for this purpose, out
<br />of 1923 funds~ to be later re~imbursed by~bond issue, provided No=folk County appropriates a
<br />like amount.
<br />
<br /> Recommendation of the Man~ger.tha~ a special appropriation of $2,065. be made for the
<br />Police Department and $2,035, for the J~il Fund, to meet deficiency in appropriatiom caused by
<br />u~foreseen expenses, such as guards, construction of a sterilizing plaut, &c.
<br /> It is recommended that a s~ecial appropriation of $2,065. be made for Police Depart-
<br />ment s~ud a special appropriation of $2,035. for the Jail F~ud, for the purposes stated. ~
<br />
<br /> Recommendation of the N~nmger that in the preparation of the annual budget, a Health
<br />Center for the City of Portsmouth, similar to thmt established in the City of Petersburg,
<br />be put into operation; enclosing report from the Director cf Public ~elfa~e on this ~atter.
<br /> This matter will be reported on in the Budget for 1~23.
<br />
<br /> Report, submitted by the City Em~ger, on improvement of the New City Pa~k prepared by
<br />Assistmnt City Engineer, M. E. Haug, and also bids on planting from the Atlantic Coast Nur-
<br />series s~ud ~h A. Fr~lm of Norfolk. Recommendation from the Manager that a bond issue
<br />of $~5,000.00 be m~de for the essential featumes involved in the fi=st year's work.
