FOURTEENTH: It is agreed and understood that the covenants and agreements herein contain- ed shall run with the City of Portsmouth; that is te say, in the event of mergeror consolida- tion between the City of Portsmouth and the City of Norfolk as a condition precedent the City of Portsmouth eh~ll require the City of Norfolk to a-smmme and carry into effect all the pro- visions of this agreement aa fully as the City of Portsmouth would be hereby required to do were there no merger or consolidation.
