Oast,~Smith, Stewart, White 5- <br /> Nays~-- BroOks, Eslesck, 2. ~ ' <br /> <br />The Street R~ilw~y System ordinance was next taken up for further consideration. <br /> <br /> In connection with this ordi~ance, the City N~nager reported as follows on_the matters <br />referred to him by Council Febru~ y <br /> <br /> "Portsmouth, Va., March End, <br /> "Honorable City Counil, <br /> Portsmoutk', Va. <br /> <br /> Gentlemen:-- In regard to i:structlons of Council given on Feb. 19th, i beg to reply as <br />follows: <br /> <br /> let. ~visability of establishing~a terminus more weetwardly at some time in the future, <br />than ~rovided for in ordinance. ~f the 0ouncil so desires, an amendment could be made providdng <br />for the withd~awal cf the privile~les in High St. eas~ of Cou~t cn due notice to the Company <br />by the Council. The Attorney has prepared the d~aft of an amendment covering this. I deem <br />it pro~, however, mo point out ~at a change ~f termimus would mean along walk to and from <br />the ferry and would in~onvenlence m~ny people, especially a few people living in Norfolk and <br />working in Portsmouth and a very ~a~ge number living in Portsmouth and working-in Norfolk. A <br />system which would require citizen.s, pa~ticuls~ly women to.walk from Cou~t St. to the ferry <br />in stormy or rainy weather would ~ e a great inconvenience. I also may point out that the <br />proposed franchise is for ni~e yesrs only. For the reasons given above, the amendment~ proposed <br />is not recommended. <br /> <br /> 2nd. Placing a double track over the S}A.L; and Belt Line tracks in upper High St. I <br />recommend that the following be added to Sec. 1-C,'of Article. ~: "This shall include a double <br />track over the S. ~. L. and over the Belt Line in upper High Street." <br /> <br /> 3rd. Limitin$ the number cf passengers allowed in standin~ room in one-man car, I do <br />not believe it advisable to specify in the franchise definitely~the number of persons mllowed <br />to stand in one-ma~ car~, as these ca~e may change in sizeoor design. Moreover, if such a <br />limitation were at present imposeA l~ Portsmouth withrelatively infrequent service there would <br />he very vigorous compla~Ints from citizens who were re,used admittance to a car on ~ccount of <br />it being crowded. If the citizens are willing to put up with~the inconvenience of being <br />crewded, it does not appear to me that Portsmouth h~s yet arrived at the stage of growth that <br />it would be Justified in imposing a limitation at this time. If, however, the Council deems <br />it necessary, I should s~y that not more t.h~n one passenger be permitted to stand for e~ery <br />two sq~re feet of aisle space and it should be so arranged thmt signs be placed in all ears <br /> <br /> <br />
