<br /> An application was read from Mdlton J. Elliott to fill the unexpired term of Councilman
<br />R. B. Esteeck, decemsed.

<br /> A resolution adopted by the Harrison Weird Civic & Improvement League was read, which
<br />asked that Council appoint some one from the outlying Wards tc fill the vacancy caused by
<br />Mr.Esleeck'S death.
<br />
<br /> M~v. Brooks moved that the privilege of the floor be granted to a Committee from
<br />the Central Labor Union and to any others who may be interested.
<br /> The motion was adopted, and Mr. Ommon spoke as to the candidates recommended by
<br />the Central Labor Union. Mr. E. R. Putnam spoke in favor of the candidate endorsed by~e
<br />Lee Ward Social and Welfare Club.
<br /> Mr. ~hite moved that all the names mentioned be placed in nomination.
<br /> The motion was adopted, and there ~eing no other nominat£ons, the vo~e resulted as

<br /> The Chair declared Mr. J. R. Stewart elected. Whereupon, Mr. Brooks moved that the
<br />election of Nv. Stewart be made unanimous. Mr. Brooks~ motion was adopted.

<br /> A bill of P. C. Hutchins, State Game Warden, to amount of $~7.50, for services rendered
<br />in destroying 23 tagless dogs @ $2.50 each, was referred to the Finance 0ommittee.
<br />
<br /> A petitio~ of E. H. Downey, 15 Rrospect Parkway, Cradock, to be refunde~ $17.00, paid
<br />for merchant's license, he having been unable to secure suitable quarters for business, was
<br />referred to the Finmnce Committee.
<br />
<br /> A petition was read from certain tax payers and property ~ owners in the vicinity
<br />of Court~ ~the, Washington, and South streets, protecting against the location of the stables
<br />for Grimes Battery in the vacant lot at the intersection of Race, Wythe, and Dinwiddie streets.
<br /> On motion, the petition was referred:to the Ci~y M~nager.

<br /> A communication was read fro~Frank L. Crocker, attorney for the Housing Corporation,
<br />re~rning deed from the Unite~ States of Amerlc~ to the City of Portsmouth and the County of
<br />Norfolk, for the Newton Wharf property; correction having been madetherein as requested by
<br />theOouncil.
