<br /> A comm~cation from the Commissioner of the Revenue concerning petition of Wm. C. Gleason,
<br />Jr., for a refund of e?5.00,~paid for a soda fountain in 1922, was referred to the Finance

<br /> ~ A request of the Commissioner of the Revenue that E. B. Harris be reXieved from payment
<br />of City tax on lot No. 355, Port Norfolk, as maid lot is assessed in Norfolk County and also
<br />charged on tax books in Norfolk County, was referred to the Finance Committee.

<br /> A communication was read from_ the Commissioner of the Revenue requesting that James Graham
<br />be refunded taxes paid for 1921, 9th Ward, as he does not, own the property charged to him~ ~nd

<br /> An invitation was read from the Commanding General, Third Coast Artillery District, for
<br />the Mayer,ut!fy Offi~e2s,~a~Gouncil to attend the celebration of the lOOth anniversary of
<br />the occupation of Fort Monroe, Va.~ by the regular troops of the U. $, Army, June 29t~, 19~3.
<br /> On mo~lon of Mr. White, the invitation was accepted with thanks, and the Mayor and City
<br />M~.n~ger appointed to represent the City of Portsmouth at said celebration.

<br /> The following resolution adopted by the Board of Directorsof the Eighth Ward Civic League
<br />May 21st, 1923, was read:
<br /> ~[nereas, most of the deeds of Port Norfolk required all buildings
<br />be set back (25') twenty five feet from the street line, and whereas all property holders had
<br />complied with this requirement, adding much to the value of property and beamty of this part
<br />of the city, a~Adwhereas E. Spivey sought to violate this rule and custom, and set a precedent
<br />if followed, w~ldh~ve proved a great injury to this residential section, and whereas this
<br />~ea~ue went on record umanlm~asly opposing this encroachment on ~r streets, (The League not
<br />being a chartered organization) and whereas four of our cltizens,(Messrs. W. W. H~groVeSm,
<br />J. C. Smith, Chas. F. Has'per, and J. T. Stephenson, m~de the fight forths League, and paid
<br />the expenses for the'community as follows:
