<br />be Ascertained, in the Mode Prescribed by Law the Franchise, Right, and Pri~ilege to. Construct,
<br />Maintain, ~nd 0petals, for the Term and Upon the Conditions Hereinafter Stated, a Street Rail-
<br />wmy System, Upon Certain Highways and Public Plapes of the City of Portsmouth, and to Amend
<br />in the Pa~tiouls~vs Hereinafter Specified the EXisting Franchises of VirginiaR~ilway and Power
<br />Company in the Event the smid Coml~any is the SuCcessful Bidder for this Franchise and the Same
<br />is Granted to It," Adopted Eamch 6th, 19~3.
