<br />wmy System, Upon Certain Highways and Public Plapes of the City of Portsmouth, and to Amend
<br />in the Pa~tiouls~vs Hereinafter Specified the EXisting Franchises of VirginiaR~ilway and Power
<br />Company in the Event the smid Coml~any is the SuCcessful Bidder for this Franchise and the Same
