september At a special meeting of the City Council September 6th there were present: Messrs-- Vernon Brooks, R.A. Hatchins, Jr., J. C. Smith, J. R. Stewart, R.E.B. Also ~he City Manager. J. Alden Oast, Stewart, 6. The following directions were read for the special meeting: "M~. L. C. Brinson, airy Clerk & Auditor, City. "Portsmouth, Va., September ~th, 192~. Dear Sir:-- You will please call a special meeting of the City Coumcil for Thura~.y, September 6fha at ~ o'clock P. Ns, to consider: tst. APplication for and petition~ against the establishment of an oil filling station at the northwest corner of Court and Wythe streets. End. Question of leasing street ends in the vicinity of the Seabos~d ~l~arf and Warehouse O~mpmny'to that concern. Very~uly yours, R. A. Hutchins, Jr., President." The "call" h~ving been read, the City Naumger stated thmt Mm. Blanford requests that he be aliowed to withdraw his communication of July 9th. Mr. Stewart (J. R.) moved that the request be granted. Adopted. Then on motion of Mr. Stewart (R.E.B~), She Council went into executive session with Nm. Charles O. H~ines and Mr. Reed, of the Seabcard Wha~f and Warehouse Com!oauy. Upon re-assembling, the following letter from ~he Manager to ~he President of the Cou~- oil was read: "Mr. R; ~. Hu~chlns, President, City Council, Portsmouth, Va. "A~guet 31, 1923. Dear Sir: I am informed By Mr. Charles O. Haines, President of the Seaboard~arf and ~arehouse aompany that he is ready ~o go into the question of the lease of street ends covered by their property whenever convenient for the Council. This m~tter was referred to a special sessionof the Council. Yours truly, J. P. Jervey, Oity Manager." Mr. Brooks moved mhat ~he mmtter be referred back to the City M~nager for further in- vestigation and conference with Mr. Haines, and report at the next meeting of 0ouncil, The motion was adopted. Mr. Broo~s moved, that the privilege of the floor be granted to any one present who may desire to speak for or against the establishment of an oil filling station a~ or nea~ the northwest cor~er of Court and Wythe s~eets. The motion was adopted. Mr. ~. T. Montd~ue' and a representative from the First F~iend~ Church protested agmimst the establishment of a filling station at this Mr. Brooks moved that the m~tter be referred to the City Attorney with instructions to prevent the establishment of a filling station at this point, provided he can legally do so. The motion was adopted. On motion, adjourned.
