Brinson, <br /> airy Clerk & Auditor, <br /> City. <br /> <br />"Portsmouth, Va., <br /> <br />September ~th, 192~. <br /> <br />Dear Sir:-- <br /> <br />You will please call a special meeting of the City Coumcil for Thura~.y, <br /> <br />September 6fha at ~ o'clock P. Ns, to consider: <br /> <br /> tst. APplication for and petition~ against the establishment of an oil filling station <br />at the northwest corner of Court and Wythe streets. <br /> <br /> End. Question of leasing street ends in the vicinity of the Seabos~d ~l~arf and Warehouse <br />O~mpmny'to that concern. <br /> <br />Very~uly yours, <br /> <br />R. A. Hutchins, Jr., President." <br /> <br /> The "call" h~ving been read, the City Naumger stated thmt Mm. Blanford requests that <br />he be aliowed to withdraw his communication of July 9th. <br /> Mr. Stewart (J. R.) moved that the request be granted. Adopted. <br /> <br /> Then on motion of Mr. Stewart (R.E.B~), She Council went into executive session with <br />Nm. Charles O. H~ines and Mr. Reed, of the Seabcard Wha~f and Warehouse Com!oauy. <br /> <br /> Upon re-assembling, the following letter from ~he Manager to ~he President of the Cou~- <br />oil was read: <br /> <br />"Mr. R; ~. Hu~chlns, <br /> President, City Council, <br /> Portsmouth, Va. <br /> <br />"A~guet 31, 1923. <br /> <br />Dear Sir: <br /> <br /> I am informed By Mr. Charles O. Haines, President of the Seaboard~arf <br />and ~arehouse aompany that he is ready ~o go into the question of the lease of street ends <br />covered by their property whenever convenient for the Council. <br /> <br />This m~tter was referred to a special sessionof the Council. <br /> <br />Yours truly, <br /> <br />J. P. Jervey, Oity Manager." <br /> <br /> Mr. Brooks moved mhat ~he mmtter be referred back to the City M~nager for further in- <br />vestigation and conference with Mr. Haines, and report at the next meeting of 0ouncil, <br /> The motion was adopted. <br /> <br /> Mr. Broo~s moved, that the privilege of the floor be granted to any one present who may <br />desire to speak for or against the establishment of an oil filling station a~ or nea~ the <br />northwest cor~er of Court and Wythe s~eets. The motion was adopted. <br /> <br /> Mr. ~. T. Montd~ue' and a representative from the First F~iend~ Church protested agmimst <br />the establishment of a filling station at this <br /> <br /> Mr. Brooks moved that the m~tter be referred to the City Attorney with instructions <br />to prevent the establishment of a filling station at this point, provided he can legally do so. <br /> The motion was adopted. <br /> <br />On motion, adjourned. <br /> <br /> <br />
