September 25, 1923 At a regular meeting of the City Council September 25th there were present: Messrs-- Vernon Brooks, R.A. ~tchins, Jr., J. Alden Oast, J. C. Smith,~j. R. Stewart, R.E.B. Stewart, L. G. White, ,7- Also the City-Manager. The minutes of the regular meeting September llth and adjourned regular meeting September 18th were read and were approved, Finance-- REPORTS OF COk~/ITTEES Referred September 18th Resolution ~uthorizing the borrowing of a s'~m nom to exceed $390,000.00 from the Banks of the City or from'such other Bank, institution or person from whom said loan m my be obtain- ed, for the purpose of construoti~g the road along the Dismal Swam~o Canal from Deep Creek to the North C~olina State Line. It is recommended that this resolution be adopted (Mr. smith voting No). Resolution providing for the City of Portsmouth to pay to the County of Norfolk 2/3' of the aunual interest on the money borrowed for~the construction of the I~smal SWamp Road'from Deep Creek to the North Carolin~ State Line, and securing to the county of Norfolk payment of money advanced for the construction of said Road. It isre~mmended that this resolution be adopted (~r. Smith voting Referred September llth Cbmmunication from the~Oit~ M~nager suggesting that a delegate be sent to the meeting of the Society for Eunicipal Improvement to be held a~ Atlanta, Ga., Nov. 12th to 16th, Inc. Progress as to same. Communication from the City E~age~ asking that the Council au~thorize the ~ppointment ~f Inspector of Transportation, sals~vy $125.00 per month, and appropriation of $100. for type- writer, $50. for stationery, and $8. per month for telephone for the Office of the Transporta- tion Supervisor.- Progress. Reports of ~he City Auditor, City Collector, and City Treasurer for the month of August,19$3. We have examined s-aid reports and it is recommended that they be filed. Petition of Jack Wilson and others asking that the Council repeal additional on 8hoe Shine Parlors oha~ging lO~ per shine. Progress. the License T~x of $150. the Communication from the School Board ~eking an additional appropriation of Schools to Dec. 31st, 1923. Progress~ $9,980-00 to run (With City Attorney and City Nanager) The question of listing lots separately on Commis- sioner of Revenue's Land Book instead cT several lots together as at present. Progress. ~ Referred August 28th Recommendation o£ the Reneger that the City ~ax 0rdins~uce be modified so as peddlers to pro-r~te their license. We will report on this in the 192~ License Tax Ordinance. tp permit fish Recommendation of the Manager tD~t a special appropriation of $96.50 be allowed to pay bill occasioned by sudden stoppage in a sewer main leading from the rest house in the Oak Grove Cemetery. It is recommended that a speci, s~l a~propriation of $~6.50 be allowed to pmy said bill, sp .ap] Question of the purchase of two new cars for the Fire Department. We will report on this in. the 19~ Budget. Recommend~tion of the M~nager that he be authorized to pay bill due the Water Department fr~om our Sewerage Fund to amount of $11583.95, with the understanding that $7,600.00 of same will be s~lent in putting in an 8 inch pipe line from the intersection of Linco]ZnSt. and South St. Road to Palmer St., thence on Palme~ St. to the Belt Line and along the Belt Line north and south to the several plants along the Belt Line with a fire hydrant on each side of the Belt Line Railway in front of each plant, It~is recommended that said bill to amount of $12926.0~ be paid, from the New Sewerage ~w Fund. Fb. nd. Recommendation of the Manager that he be mAthorized to rent an office in the vicinity of the High St. terminus of the jitneys for the Transportation Supervisor, at $10.00 per month. Progress. Recommendetion of the M~nage= that ~n appropriation of $5,000.00 be allowed from current funds, to be re-imbursed later from the bond issue of next yeam, to pay the City's share of cost' to continue the concrete road from Paradise Creek to Chestnut St. ' .~ Itis recommended that a special appropriation of $5,000.00 be allowed, from Ninth $~O Ward funds, for this purpose, sp.a~ Recommendation of the City Attorney that an appropriation of $%00, be m~de, to compromise the case of Mrs. Lorene M. Redford against the City f6r injuries sustained by stepping into a hole in the asphalt mt the corner of Oounty and Court streets on _the night of April 22,. 1923.
