<br /> As I view it, in the past the operation by lease has always resulted in a great deprecia-
<br />tion of the Ferries, no proper provision having been ,maAs for depreciation, ~intenance and
<br />pair, or interest and sinking fu~d. Whether, therefore, thee-be operated by lease or directly
<br />by Committee, I believe a sinking fund commission should be provided!ndependsnt of both Council
<br />and Boa~d~of Supervisors, and that the owners be required to pay to this 0ommissi~n a sufficient
<br />sum annually to cover interest and sinking fund and depreciation as required by the Interstate
<br />Commerce'Commission. In addition, the most careful provision should be made fo~ the maintenance
<br />and repair of the property.
<br />
<br /> In providing for the joint committee, I would suggest that one be appointed by the~'OountM,
<br />one by the Council, and one by the Proem dent of the Supreme Court of APpeals. The Sinking Fund
<br />Commission might be appointed, one by ~he Judge of the County Court, one by the Judge of the
<br />Hustings Court, and one by the President of the Supreme Court of Appeals. It might also be
<br />well to m~ke ~he City Treasurer and County Treasurer ex-o£fioio members of this Co~nission~
<br />
<br /> The~Joint Committee operating the Ferries should ~lect a Supreintendent who would be
<br />oh~ged ~ith all executive and administrative acts relative to the ~erries and be responsible
<br />to the Committee for their proper operation.~
<br />
<br /> Nm. Brooks moved that the M~nmger's reco~endations be adopted, and that the m~tter be
<br />referred t~ the City Attorney and a copy of the communication, together with the action of the
<br />Council, be sent to the Norfolk County Board of Suprevisors.

<br /> A petition was read from the First Nationaa Bank of Cincinnati, Ohio, to be paid for the
<br />following coupons lost from City of Portsmouth, Va., ~ 1/2% Sewerage Bonds, dated July 1, 1~08,
<br />due July 1, 1~3~: Nos. 36, 37, ~3, 71, 72,'$6, S7, ~, RR, at $2.50 emch, total $202.50.
<br /> On motion, the com=anication wac referred to the Finance Committee and City Attorney.
<br />
<br /> A communication was read from the Comm~nder of Norfolk & Portsmouth Chapter ~4, Dismbled
<br />Veterans of the World War, requesting that said organization be allowed to sell the Forget-Me,
<br />Not in this City on November 10th for the benefit of the Disabled Veteran, s of the World ~ar.
<br /> On motion of Mr. Brooks, the communication was referred to the City Manager.

<br /> The following communication, on motion of Mr. White, was ordered to be filed until such
