<br />At a special meeting of the City Council October 30th there were present:

<br />Messre~ Vernon Brooks, R.A. Hutchine, Jr., J. Alden Oast,

<br /> Also the City Manager.

<br />The following directions were read for the special meeting:

<br />let. Division Of cost for the paving of West High Street.
<br />
<br /> 2nd. Filling of a vacancy on the School Board from the Second School District, in place
<br />of B. L. Shepherd, resiEned, whose term would have expired April 1, 1925.

<br /> 3rd. Such other bBsinees as may properly come before the body.

<br /> The "call" having helen read, Mm. Smith moved that the cost of the paving of West High
<br />street be divided as followS: one-half of the cost~ to be paid by the City Corporate, one-
<br />fourth of the cost to be paid by the Eighth Ward, and one-fourth of the cost to be paid by
<br />the Ninth Wamd.
<br />
<br /> ~tr. Smith then moved~ that the privilege of the floor he g~anted ~o any citizens present
<br />who might desire +~o speak on this subject.
<br />
<br />Messrs. Ohas. F. Harper, S. B.Oamney, and Mr. Holland spoke.
<br />
<br />Mr. Smith's motion was discussed by Messrs. Brooks, Hutchins, White, Oast, and Smith~
<br />
<br /> Whereupon, a vote being taken on Mr. Smith's motion, the same was adopted by the fol-
<br />lowing vote:
<br /> Ayes-- Hutchins, Oast, Smith, White, ~.
<br /> Nays-- Brooke, Stewart (~.R.~, Stewart (R~E~B~), 3.
<br />
<br /> 2md, The filling of a vacancy on the Schb.ol Board from the Second School District, in
<br />place of B. L. Shepherd, resigned, whose term would have expired April 1, 1925.
<br />
<br /> '_In connection with this matter, a communication was read from the Board of Directors
<br />of the Eighth Ward 0ivl~ ~eague reco~mmending the appointment of H. A. Blanke~ship to fill
<br />the v~omncy ea~sed by the resignation of Nm. Shepherd.
<br />
<br /> Then Nm. Brooks pieced Mr. Blankenship in nomination. There being no other nomi-natione,
<br />Mr. Blankenship was elected, by the following vote:
<br />
<br /> For Mr. Blankenship-- Brooks, Nutchins, Omar, Smith, Stewart (J.R~), Stewart (R~E~B~), White, 7.

<br /> Mr. Brooks moved that one-hmlf of the cost of paving 0ount~ street, from Ninth Avenue to
<br />the City limits, be refunded to the Ninth Ward,
<br /> Mr. White moved that the motion be laid on the table. Mr. Whitens motion wms s~iopted,
<br />mhd by the following vote:
<br /> Ayes-- Futchins, Oast, Smith, White, ~.
<br /> Nays-- Brooks, Stewart (J.R~, Stewart (R~E~B~), 3.

<br /> The following communication from Vincent L. Parker, onmotion of Mm. Brooke, was referred
<br />to Finance Oommittee:
<br /> "Oct. 30, 1923.

<br />Portsmouth, Virginia.

<br />Gentlemen:-
<br /> About two months ago the paving on Webster Aven~e which wms included in this
<br /> year's paving program was completed with the exception of a few feet on either side of Sprat-
<br /> ley Street. This left a hole the depth of the paving, the width of the street about ten feet
<br /> long on the north of ~pratley Street and twenty feet on the south of Spratley Street. The
<br /> hole thus lef~ on the north of Spratley Street was filled with sand and later a few cinders
<br /> were added to this. Webster Avenue south of Spr~tley Street is~ still blocked and for this
<br /> reaeSn cmnnot be used. All of the City's trash and garbage 'texTs h~ve to drive down the sidewalk.

<br /> I hmve asked Gen. Jervey to complete this little bit of paving but he tells me that
<br />he hms no money with which to do this and for this reason I am asklng that the City Council
<br />find some way to do this. It seems like poor business ts spend thousands of dollars to pave
<br />m street and then deny the people the use of this street for the l~ok of
<br />
<br /> In addition to the above the asphalt on the northwest corner of Webster Avenue and
<br />Spratley etreet is about five inches hi~her than the iron ~ratin~ over th~ ~u~_
