It seen.-~ to me that this r~atter is of so great importance to the City that a public
meeting might b6'h~ld~to %vhiah ~. Rose and ~. C. 0. Haines, President of the Seaboard V~narf
and Ware_three Co. ~hould be in~tea~ It seems an opportunity for the City to get valuable
water front p~ope~ty at a reasonable price and it is certainly desirable that it be looked
into very carefully." ..........
not z~ke it clear to ybu am~ your co~ttee that ~ only instz~ations from the London owners
ment Co, interests, th6 la$t~r~ihcludes t~e ~a~ol~ Tf~rf. I ~a actively e~aged in dis~si~
of ~l these properties ~d 2~s2' soon to effect a sale. The question cf the renewal of the
street end leases ~ill~e a ~2ter ~Cr our successors to take up with you but I ca~ot dismiss
the fact t~.t ifa[lure to-~ffac$ 'a'renewal by the present ovmers, at a merely nominal consecra-
tion which ~e all the s~eet end, leases are ~orth to anyone, ~s prejudiced the sale of the
Seaboard ~rf & ~Tarehouse Co. and ~ll probab~ necessitate the breaking ~ of this property
into sections, thus preventing its use by ~ important corporation to the detriment of the
City ~ Ports~uth.

I still await definite reply from you before disposing of the
to the difficulties in enforcing the Weed Cutting Ordinance. Es trouble has been exmerienced
with resident o~ners, ~ut it has been impossible to get satisfactory results fron~ no~-resident
I recommend Td~t the matter be referred to the City Attorney with a view to getting
a State legislation so tD~t a specific tax for ~-eed and grass stetting may be imposed on abutting
o%mers. If this were done, then of course the City could ~mdertake the cutting for all proper-
ty in the City."
