"Honorable City Cc$~oil,
Portsmouth, Va.

~derd~te of Nov. 28th, your Earket committee submitted a report on the
proposed EunicipalN~rket'wttich was duly approved by your honSr~ble body,

In this report, t~e ~Stim~ted cost ef the m~rket~smd site was placed at
$170,000,00. Bids recentl~ spened~by the City Nmnager smd the~sUl~'ofthe ~0ndemnatism
preceedimgs covering the smte show that the ameunt'cf these two item, s'will now be
if the building is erected strictly in accordance with specifications~

By making certain revisions and changes in pls~s smd specifications which
will net materim~lly affect-the efficiency mr appe~rsmce of the m~rketstructUre, this ~meunt
might be reduced t~ $19~;00~00; By emitting the auditorium~ the:figure'might be still further
reduced to' psssi~ly $170,000.00, thus equallimg the ormgmmal ~stmmate,

The market~bonds sold at a premium~of?pp~ximately $10,glO~00 and this
premiu~may be m~de available'for c~n~t~uctiom purposes with the approval ~f the c~uncil. It
might also be'well to consider that by using the m~rket Funds for current expenditures during
the p~st year, the City h~s probably saved some $~,00~*00 in interest which really sheuld be
credit~ at least in part to the N~rke%Fmnd.

Taking all'thimgs into consi~ration, your Committee believes that the
Auditorium should be retained, as it was understood ~hen the question w~s submittedto the
pesple that an auditoriumwould be provided aud there is ~t presort% an apparent demand for it.
It further believes that the specifiatisns should be modified so as to ~educe the total cost
of the building and site to

The Committee therefore spec:~ieAlly recommends tt~t the City~anager be
permitted ts proceed with the construction in accordance with the generaI plans already~mp-
preyed by the Council, m~ing such modifications in thespians on which bids were receive~
so as~to reduce the total cost ef the building and site, exclusive off,he cost of plans smd
superVisiOnS to ~!9~,000,00. It is probmble that plans an~ supervision.will cost $3,000.00
~ddition~!?~-m~ingthe total cost of the building an~ site $19~,~0G,00,~ ~r~the cost of the
building $160.~00~09, the site h~ving alre~dybsenpa~dfcr. As there remaim~, afterl~yir4~
for the site, only $1§?~18.21 of the origmnal $20O,00GA00 allotted to this work, it w~lX
be necessary to utilize about $2,§00~00 cf the premium resulting from-the sale ef the bends.
As this meney mmy~sti!l be considered as belonging to the N~rket _W~nd, an~ddition~l appropri-
ation by the Council will not be required~
