~th. ~ith refermnoe to petition of certain ~property owners and merchants on Crawford
S$. for the smooth paving of the ~est side om tha~street and fo~ extending~hite way
H~gh ~. to South St., I.beg te state that the ~avingwas placed among the approved projects
By t~e Council, But s~fficien2 funds were not a~ailable to carry out ~ot o~ly thio pro~ect
But ~v c+~hers. The work is one which should be done as soon as funds are available and I
wou~d sugges¢ that ~ Be considered among preferred matters as soon as the, Olty is 1~ a
position to make further bend issues for the~ paving of streetsi,

Tke question of better lighting can also be taken up when funds a~e available.
Attention should however Be invite~ to the fact-that Cra~rfo~d St, is no longer the main
thoreUgh~am-e to the Navy Yard and the need for better lighting is therefore-mo l~nger as
essential as in the past,

It is true t~t improved lighting has been provided en two Bleo.k',~, ~f ~iddle
St., ~ut these two Blocks cover the retail district en which £ thi~k tl~ere is considerably
more ~ght shopping t_h~.n on Crawford St. For thls reason, Ican not at lr~esent recommend
f~vorably as ~o thislighting symtem~ though if -t~me merchants weu!d instatlit att heir ewm
expense, as ~s frequently ~een done in Norfolk, the City ~ould well ~fferd~tO operate it
On motion, the report was referred to the Finance Committe~,

?th. "I ~mfo~warding herewith application f~om the BallardFishand. Oyster Company to
dig out and fill in on eno h~udred feet of the west end of Bay St. This will imvolve using
the eu~er end of this street as a slip, If the pem~mit i~g~a~ted of a revocable nature with
the unde~standing that the pr~per~y ewne~ en the south side of the sli~ she. il have-equal
rights'in'it, I can see n~ o~tion to i~, .If ~ tong teml~Dermit is granted, a formal~rzt~en
instr~ment m~lst be l~epared~and the matter shoul~ De gone into very carefully by the Council~
A~ I.understand it, the grant~ng of this permit will mean the location cf an important in-
d~stry in the Oity and I can~ see no objection ts it, if'it is revocable in character wi~
the further l~t,tatien given above. As I understand it, the end of Cooke St, is being used
~der similar conditions ~ow. It would be wel.1 to refer the w~le~a~ter tO the City Atto~ne~
