It is obvious that a safety oar costs loss to operate than a double truck car. 'This due
to the fact that the safety ca~ we~ighs a~loprox, l?,000 pounds, whereas a double truck 'car weighs
ap~_reximately 38,000 pounds. This m~.kes -for decrease-in power consumption, decrease of wear
amd tear cf track~, and due to the s~ze of the -vehicles. etc, a d~ease in ~intenance cost
per unit. In addition te which we have the. ~ges for erie man on the safety car, as against
two cn the dotf~le truck car. Therefore in order .to determine with a still closer degree cf
accUrAcy cost on lines on which only safety cars are used, the Accouuting Department h~s used
the actual cost by months for the operation and m~intenance ef the Petersburg Railway Division,
where all ef the cars operated, I Believe, with eno exception are safety ears, and where the
ws~.e scale for operatsrs is the same as Norfolk, Portsmouth and Rieh~nd. This ~ives us a
mmmt cost Which is, I ~elieve, somewhat -~uder the cost for similar operation in Portsmouth,
but it is close enough fo= all practical purposes, aud when this unit cost per car mile, per
month, is multiplied by the numl~er-of ~ar miles made on any given linc by safety cars during
the same month, the operating cost sc obtained is more nearly representative ef the actual
cost th~n would result from the use o~ a car mile cost fi~m~re, representing the average cost
of safety and double truck cars.

The items entering into operating co,ts a~ the following:

~at~tenance of tracks -
" of everhead.~ines -
" of buildings
" of ca~s and equipmeht -~
Oost ef power -
~ages of motormen and cemductors
~perating c~rs (ether t~ above)
~ges and Leg~Ex~nses -
~ecutive and General E~enses -
Deprecimtien -

You~i!l note that the costs listed as operating expenses do not include fixed charges;
.taxes, licenses, bond,interest or si~king fund eha~ges.
