~th. ,I have gone c~efully into the questiom of a cour'~ room for the Civil Court ~d I
believe the ~est solution will be to convert the stye at the northwest corner ef Coun~ ~d
Noshing%on ~s. into a court room. The modification of the room including th~ i~eta!l~ion_
of a ta~mtory and clsset~will cost $A28.0~. addit~nal will be meeded to furnish
t~e~ilding. I h~ve available for Additiona!.fmmdZamount~g to ~88.~
will be required. ~ith the a~r~ of the Co~cil, I cma take %hms, at least temporarily, ~
from the appropri~ion for the ~pair of bumi~ng~ in the Fire ~epartment,

I believe it is essential that some provision be made for this court and for an
office for the Judge of the Court, as required by law."
§th. eThe dues for the City of Portsmouth in the Virginia Zeague of k%micipalities have
been mncreased to ,122.0G~ 0nly SA0.00 zs approprxated for~his purpose, Im~ wmth the approval
~f the Council, I ca~ haadle ~he matter for this year, frem~e~ appropriation for convention
dues made for my office. It xs te be noted that this sum of $122.~0 includes not only dues
but twenty-two su~scr~iptioms to the magazine o~ the Virginia League of E~icipalitie~, which
will be pUbliehe~during the yea~mad ~hich will carry matter of the greatest imt~rest to the
cities ~nd towns of the state.

I believe this~ increase i~dues is essential if.the League is to contimu, to live.
Under the ~ld method, the ts%al income v~s o~ly about $~80,00 a year and it was manifestl~
impossible for it ts do muchmseful work in the State with this smell income. An extensive
c~paig~wi!l ~e conducted this year with a.view to securing additional members and I believe
with the increased dues from additional members, the League will enter upsn a campaig~ of use-
fulness which will put it in the same category with the powerful organizations whi~ function
so much to the advma~ge of the m~nici~litiee ~f the states of New York and~a~sas?
6th. 'With reference to the application cf the Baltard Fish and Oyster Compaay to-dig
out and fiXl in one hundred feet en ~l~ae wes% end of Bay St., I beg tem~-~e the following
ditional report.

It is te be noted that this cempaay is applying for the privilege only te
and dimout ~ per, ion of the street and not for the mss of the street. It will remain open
the public both-so fa~ as the filled portion isconcerned and the dredged portion is c~acerned~

I~ o~der te get the views of the interested p~rties,~ I held a hearing on the matter
on Febr~ar~ 8th~ The gr~nting of the permit w~s advocated By W. A. Ballard and S. T. B~!lard,
~ol Fass, representing the Portsmouth Chamber of Commerce and ~. H. Ayers. ~twas opposed~y
~ H. ~rke~, 1238 Bs~v St.., J. F. McCullough, 1222 Bay St., and D. Beville, V20 Armstrong St.

Mr. Bmrkem opposed the prspostion en the grounds th~% the granting of t~e permit
would gmve essrs. Cross and Balla~d a Practmoal monopol~rin the street and that the dredgimg
would render the futuref~itIing of~d~e street very difficult. ~r. Barker also advocated the
use ~f the end of Bay St. as a m m m ti boat harbor,

~r. EcOulle~h objected ~n the ground that the street might possi~iy~e blocked
by~essrs. Cress and Ball,rd mud that property would be depreciated by the construction ef
the pack~p~ant.

~r. BeVille agreed~l~r. Barker and objected to the presence of fish houses
in the neighborhood.

It was pointed out by~r. Ayers that many ef the employees supposed t~ belsng tc
the present packing plants in this vicinity worked at the railroad terminals im Pinners Foin~
amd that a ~a~ greater n~ber of them were present in the various homes in P~rk View. ]iv. Avers
also showed%hat Cooke St. had beenbulkheaded under s simi~ permit ~y years ago and had'~
never ~een used as a smal~ boat harbor, although it might be so used. --

I can seo]
so far ~s t~e fiiting

will invo',lve% as I see
of Public ~elfare ~

~ction to granting the request of the Ballard~ish' &'Oyster 0empamy
of Bay ~t. is concerned,~but the question, of 2he~e~2£cn
one which must be handled as p[~scribed by the Building C&de, and
by a boszd consisting of the City~ager, the Director
,ectoro

I therefore r%c~6mmend that the request for'the filling in and o.fBa~
I will then take up the qumes%ion of=~e o m£emng later~a~ the application 'for its construc-
