To the Honorable ~yor, City Council ~nd City Nanager of the Cit~
of Portsmouth, Va,

Gentlemen:

At a mass meeting of citizens of H~rrison Ward, held ~rch Vth, 1924, after a lite-
rati discussion of the subject, the following resolutions were unanimously adopted and ordered
sent to you for your consideration.

~ereas,
We ~e~t that a sanitary sewerage system is ~e most important phase of
~e impro~ements needed in this wards Therefore, we indorse the sewerage progrmmas outlined
to our committee by your engineer, 2~r. Howard, and,

As this ward has every main artery of travel leading out of the city,
we feel that the paving of Elm Avenue and l~rt of Key Road at this time will cause the resi-
dents to suffer further sacrifices, as these streets are in a ~air condition, and with a little
gradimg and resurfaeimg they ca~ be put in a good condition,
Therefore be it,

-~esolved, That a copy of '~hese resolutions be sent te the Honorable ~yor, City
Council and City N~nager, with the request that said city officials supply this ward with a
s~nitary sewerage system which will net only be a credit to the city but t~ this ward, ~rmther
than a partial program of sewerage, storm drains, paving, and curb and gutter. Provided
however, the.~emmiming funds will be hel~ pending further recommendations from this w~rd.

Respectfuilyyours$
If this is not done, of co~se, the Federal Government will contimuc to ~perate
the ferries until the original debt is extingnlished. This will of course involve a p~yment
cf the full amount of this debt from the earnings. It seems te me t~ery desirable ~7~at this
