<br />Statute,the Secretary ef the Treasury, on the recommendation of the Attorney General was authc-
<br />~-ized te effect a compromise in cases ef this kind, provided the defendent in the case weuld
<br />m~ke a written application ts the secretary of the T~easury through the Attorney General, offer-
<br />ing a specific sum in settlement and inclosing check mn the amount ef the s~tm efferedo While
<br />he gave ne assurance that this offer would be accepted, he did indicate that it aplme~ed to
<br />him the only chance ef settlement out ef court. I therefore rece~nend that I be authorized
<br />to endeavor to make the settlement along the lines indicated above and t~ send with my ~ffer
<br />a check for the above amount, and that the City Attorney and I be given some leeway in efforts
<br />at further compromise, oheuId the offer of ~48,177.~2 be refused. 0ur~effer ~f c~mpremise
<br />will be m~de without prejudice ts the City of ~Pertsmcuth.

<br /> cut and fill in the outer end ef BaY St., I beg to state that all residents within.~dius
<br /> ~f two hundred feet of~the proposed plant haVe s~ified in writing that they have nc objection
<br />te the plant. The permit for i~s erection will tlh~r,e~ere be issued by the Building Inspector.

<br /> As i understand it,' the approval by th~Ccunci! cf the proposed dredging and fill-
<br />ing was with-held until the question ef the issuance ~f?the permit should be decided. I am
<br /> therefore again recommending that the request ~e dig cut ~he cuter end ef the street a~d to
<br /> fill a portion of the street ms shown by the plans submitted by ~he applicant be apprsved,
