"During th~last four years, the ~ater Department of the City ef Portsmouth has expended from its~ c~rrent receipts for additions to its~plant the net sum~ef · Due now to the necessity ef ms. lng the annual payments te the ~L~J~ing fund of $6t,000.00and to the sale of the Berkl~y plsmt and red~ctions in the ~0nsum~i~n ef Water by the Navy~Department. it will be impossible in the future to provide from current revenues either fo~ further extensions or for the payment of interest due the U~ited Stmtes,'suit for which hs~ been instituted by the United States in the U. S. "I am enslosing herewith draft of an ordinance fixing the min~mm~m qua~ter~ charge for water to private consumers at $~.00 mud increasing the payment by the City for hydrants to $1~0~00 Der annum. The changes are absolutely necessary in order to keep the~Department'self-support- i~.
