<br />In th_is connection, the following petition signed by 919 citimens of Portsmouth was re~d:
<br />
<br /> "We, the undersigned citizens of Portsmouth do hereby petition the City~n~ger s~ud the
<br />Members of the City Co, until to t&~e under consideration the framing of an 0rdins~uce prohibitin~
<br />any child under twelve years of ~ge to be on the street a~ter 9:'30 P. E., unlsss acco~p~nied~
<br />by ~u older person or with a reasons~le excuse; and that no child under ten years'ofage
<br />shall be ~llowed to attend moving pictures, unless ~ccompaniedby an older person, except
<br />w~en there is a special picture for children; ~nd t~o~t there shall be at al! times ~mple police
<br />end fire protection."

<br /> Co~anic~tions were read from the Cities of Roanoke and Newport News, enclosing copies
<br />of the Curfew ~t~inances c~ said Cittes; and communic~t~ions were read ~Tom~the. hollowing
<br />Cities saying'that they h~ve no Curfew Ordinances: Durhsln, N. C., Norfolk, Va., Z$~chbur~,
<br />Winston-Salem, N.C., and Greesboro, N.C.

<br /> On motion, the privilege of the floor was ~anted to any one present~wh0 desired tO
<br />speak sn the subject. Messrs. Lockwood, R.A. Foster, Merrison, C. H. ~
<br /> ~yers, Lorenzo Cart,
<br />Willi~nson, and W~rd spoke.
<br />
<br /> l~r. Brooks ~ved that the ~ge limit in the ordinance be made 14 years instead of t6, but
<br />the motion received no second.
<br /> ~. Brooks moved that the words ~Justice of the Juvenile Court" be substituted for the
<br />words "Police Justice." The motion -~s adopted.
<br /> ThenMr. Brooks moved that the ordinancs be adopted, as amended.
<br /> ~Lr. ~te moved that the ordinance be laid on the table. The me, ion by Mr. ~ite was
<br />adopted, and by the following vote:
<br /> Ayes-- 0a~t, Stewart'(J~R.), Stewart (R.E.B.), ~ite, 4~
<br /> Nays~- Brooks, Hutchins, Smith,

<br /> With regard to "0rdinance Forbidding Children Under Ten Years of Age to Enter Theatres
<br />or moving P~cture Shows, Unless Accompe~iedby P~rents. or Guardians~ ~nd Forbidding all Children
<br />of Schoel ~ge to Attend Theatres or moving Pictttre Shows During School Hours,~ ~Lr. White moved
<br />that said ordinance be laid on the table until next regular meeting of Council end be n~de
<br />the first order of business at said meeting.
