'White, President." <br /> <br /> After an explanation of the ferry appr&~sal situation as Outlined by the City Manager,' <br />the Oity Attorney Barclay, and Commonwealth Attorney Oar~ey, Mr. Brooks moved tha~ it is the <br />sense of this meeting that we proceed to the apP=aisal of the ferry property as provided for <br />in the contra0t with the U. S4 Government. <br /> The motion_was adopted. <br /> <br />Then Mr. White moved that t~e follOWing resolution be adopted: <br /> <br /> "WHEREAS, on the ~th d~y of October, t918, 'a certain contract was made and entered into <br />between the United States ~fAmeric&, acting by the Bureau of ~ndustrialNousing and Trans- <br />portation of the Department of La, or, unde~ the authority Of the President and ~ecretary of <br />Labor, ~rty of the first part, and the City of Portsmouth, Virginia, acting by a~d through <br />the Oouncil of the said City of Portsmouth, and the Oounty of Norfolk, Virginia, acting by <br />and through the Board of Supervisors of ~aid Ooumty of Norfolk, parties of the second part, <br />whereby the said Bu~eau agreed ~o take over, and did take over, the opera, ion of the Norfolk <br />0ounty Ferries, which s~id Ferrzes are the joint and equal property of-the 0ity of Portsmouth <br />and the Ocunty of Norfolk, for a period to ~erminate at the expiration of three years after <br />the c~nctusion of peace with Germany, as evidenced by the proclamation of the President of <br />the United States; and <br /> <br />WHEREAS, the aforesaid period of three years expired on the 2nd day of July, 1924; and <br /> <br /> WHEREA~, the City of Portsmouth and the County of Norfolk now desire that there shall <br />be, pursuant to the tenor and terms of the said contract of the 8th day of October, 1918, an <br />appraisal made in accordance with the te~s of the said contract; <br /> <br /> NOW, THEREFORE, be it Resolved that it is the sense cf the Council of the Oity of Ports- <br />mouth and the Board of Supervisors of ~he 0ounty of Norfolk, in joint session assembled, that <br />the said 0ity of Portsmouth ama the samd 0ounty of Norfolk shall each on its own behalf, pro- <br />ceed at once to appoint arbitrators in accordmm, ce with the terms of the said contract; <br /> <br /> AND, further that the sa&d United States of Amerio~ acting by the Bureau as aforesaid <br />is hereby notified to proceed, withou~ delay, to appoint its two arbitrators in conformity <br />to the terms of the said contract amd to advise the said 0ity of Portsmouth and the County <br />of Norfolk when it will be re~dy to proceed with the arbitration provided for in the contract <br />aforesaid; <br /> <br /> And to the end that due:motic$ of this action be had it is ordered that a copy of this <br />resolution, duly authenticated, by the respective seals of the City of Portsmouth and the <br />Board of Supervisors of Norfolk 0ounty affixed by their respective Clerks be transmitted to <br />the Bureau of Industrial Housing and Transpo~tation of the Department of Labor under the <br />authority of the President and Secretary of Labor." <br /> <br />The resolution was adopted. <br /> <br /> Mr. Brooks moved that the resolution be sent direct to the Department of Labor and a <br />copy to the U.
