"There is considerable traffic over E~m and Prentis Aves. where these two streets
cross the S. A. L. R~ilway and I am of the opinion that some provision should be made by
the Railway 0ompany to protect the traveling public. I suggest that the company be required
to put in a combination autom&tio gong and light which will signal approaching trains."

On motion of Mr. ~B~oo~s, the communication was referred to Finance Committee.

3rd. "It is essential ~or the proper operation of jitneys and distribution of school
tickets that a starter should be on duty m~t the termini from ~:00 A. M' to 12:00 P. M.
and it is proper that ~ll bus operators in Portsmouth should pay a proportionate share of
the expense involved in the salaries of the starters. To cover this question, I am attaching
hereto an ordinance re~iring owners of autobusses operating in the 0ity of Portsmouth ~o
have school ticke~s and sta~t~rs at terminii and to provide for the expense incident thereto.
Its passage is reco~mended$~
An Ordinance Oompelling Owners of Aut0-~ss~s, Operating under
the Auto-Bus Ordinance in the Oity of Portsmouth, Virginia, to Have School Tickets and Starters
at TermLuii, and Provide for Such Expense Incident Thereto.

On motion of Mr. Stewart (R.E.B.), the ordinance was placed on its first reading, the
legality o~ same being referred to the Oity Attorney.

4th. "~ith reference to proposed change of jitney terminus to its original location
on High St., I beg to state that undoubtedly considerable losses to business on High St.
between Crawford and Water Sts. have resulted from this change. Another change at this time
appears vacillating but as I have previously expressed my opinion to the 0ouncil when th~
change was originally m~de, it seems u~_uecessary to repezt it here. If, however, the Oouncil
decides to make the change and return the jitneys to High St., I ~ggest that the loop via
the Market be retained."

On motion of Mr. Brooks_ the orivilege of the ~lop~ 'was graDt~d t9.~nyg$e present in-
terested in this matter.
