<br /> At your meeting on anuary 1~, 1~25, a communication of the Oity Manager was refer-
<br />red to me recommending that ! be directed to draw a lease to the United States for the end~
<br />of Rando!p~, Harrisom,~and Henry streets. The proper~y owners to the south of Hemry Street
<br />have objected to the lease of the end of Hemry Street. Oaptain Eing, representimg the Light
<br />House Department and myself havebeen in conference witht~e~, but so solution of the pro-
<br />blem has been reached. The Light House Department has sigm~fxed i~s willingness to accept
<br />eno-half of Henry. Street. I have drawn two leases for your consideration, one for the end of
<br />Randolph and Earrison Streets, and the ether for the ends of Randolph, Hemrison, a~ud one half
<br />of Henry Street. I understand that both the Light House Department andS he private owner~ will
<br />probably desire to be'heard in the matter. I have drawn the lea~e to give the United Stames
<br />such rights as the City has the lawful right to give, and as there is no monetary consideration
<br />to the Oity I think that any contention over g~antLng the lease should be repreSemted by the
<br />United States.
