<br />sewers in that p~rt of the property of %he pa~ties of the first part now within the Oity of
<br />Portsmouth,_when as ma~y as ten residences or stores have been erected on said property,
<br />if so requested to do by the parties of the first part, or their assigns, or if the parties
<br />of the first part have installed sewers, whish in the opinion of the City Nanager of ~he Olty
<br />of Pgrtsmouthare adequate, on said property at their expense, the Ci~f of Portsmouth will
<br />take.over said sewers smd re-imburse the pa~ties of the first part. therefOr, that is to say,
<br />the cost ~ss depresiation, when as many as ten residences or stores have ~een erected on
<br />said property.

<br />Gentlemen:
<br /> We, the undersigned residents of Lee Ward and section near and ~djaoent to the
<br />City Incinerator,~ respectfully request and petition that the City of Portsmouth, Va., abandon
<br />the present City Incinerator now loc~te~ in Lee Ward, as early as the city's interest and
<br />sanitation will permit.
<br />
<br /> Because of the menance to our health, the foul odors, swarms of filthy flies,
<br />the scattering of du~t, ashes, and charred papers, and the insanitary condition and'untidy
<br />appearance, we believe this incinerator should not be either repaired, rebuilt, or en~arge~,
<br />but removed to a less populous section or entirely outside the city limits."

<br /> Mm. Brooks moved that a special meeting of the Council be held on Tuesday, March 31st,
<br />at 8 P. ~. to hear the above petitioners. The motion was adopted.

<br /> 3rd. "With reference to the request of Mr. A. W. McPherson that a City ordinance be'
<br />passed to eliminate school tickets and charglng2 ct. cas~ fare for mchool children~during
<br />school hours and that the Oity furnish atarters, increasing the tax on busses in. order to
<br />compensate for expense of starters, I beg ~o state that in ~y opinion the present rate of
<br />~ 1/2 Ors. for school children does not cover the cost of servlOe. Any further redmction
<br />Would therefore be unwise.
