<br />were held by the joint Special 0ommittee on the Ferries, and laid before the body drafts of
<br />letters which had been addressed to the United States Housing Oorporation by the Attorneys
<br />for the City ~ud County.
<br /> After discussion of the subject, on motion of Mr. Brooks, it waa

<br /> Byway of interpretation of Section~6 of that~ cemt~in contract made and entered
<br />~to on the 8th day of October, 1918, between the United Stat~s of America, acting by the
<br />Bureau of Industrial H~using and Transportation of the Departmen~ of Labor, under the authority
<br />of the President and Secretary of Labor, hereinafter called the Bureau, party of. the first
<br />Part, and the 0ity of Portsmouth, Virginia, acting by and th~oughthe Oomncil of the Oity of
<br />Portsmouth and the Oounty of Norfolk, Virginia~ acting by smd through the Board of Supervisors
<br />of said County of Norfolk, p~rties of the second part, it is ou~ understanding that should
<br />~he amount found by the appraisers as a fair value for said properties, impwovem~mts and better-
<br />ments, dredging, etc., be less than the principal ~mount due on July 2, 192~, on the Property
<br />Debt by the 01ty of PortsmOuth and the County of Norfolk to the Bureau, then the amou~t of said
<br />award sh~ll be taken as the amc,mat due the Burea~ in place of the balance due on the Property
<br />DeBt as of said July 2, 192~.

<br /> We $~ree also that the f~ss of the five disinterested persons appoimted as apprais-
<br />ers under the said contract, together with all other debts, charges and other expenses incurred
<br />by the parties to the said contract in connection with the appraisal of the ferry property, as
<br />provided for in the said sixth~article of the said contract.of October 8, 19t~, shall be paid
<br />out of the revenues derived from the operation of the said ferries, and the same shall be
<br />charged age,inet the said revenues in the same m~nner ~nd to the same extent as the expenses
<br />incurred in cor~uecticn with the.operation of the ferry property as enumerated inthe first
<br />article of %he aforesaid contract of October 8, l~l~, provided, however, ~h~ the fees to be
<br />paid to the individual appraisers shall be the same, and shall be the ame~ut agreed upon by
<br />s~id 0ity ~nd 0ounty with their appraiseTs.

<br /> The said contract of October 8, 1918, shall in its entirety remain in full force
<br />and effect, subject to the construction hereinabove agreed upon. Should, however~ the appraise-
<br />ment fs~ll to be taken to a final conclusion this letter and the understs~dir~s an~ agreements
<br />herein set out shall become null a~d void and the original contract of October 8, loll, stand
<br />in i~ll foro~ ~nd effect as if this letter h~d not been written.
